Job Overview:
The Field Operations Assistant (Site Development) position is integral to the Site Management and Site Development (SMSD) Programme in Cox’s Bazar, Bangladesh. This role involves assisting in the implementation of site development projects that are crucial for the Rohingya Refugee Response. The incumbent will work under the supervision of the Site Development Operations Officer and will be responsible for supporting construction activities, monitoring project progress, and ensuring that all works are carried out according to technical specifications. The position requires regular field visits to assess construction quality and progress, as well as coordination with various stakeholders, including local government agencies and community members. The role emphasizes community engagement and capacity building, ensuring that the needs of the refugee population are met effectively.

Duties and Responsibilities:
The duties and responsibilities of the Field Operations Assistant include:

• Assisting in the implementation of site development projects as directed by the Site Development Operations Officer.
• Conducting regular field visits to monitor construction works and report on the quality and progress of site development infrastructures.
• Providing technical assistance related to IOM construction work, including site assessments, bill of quantity calculations, and monitoring of works.
• Collaborating with the Senior Field Operations Assistant to conduct field surveys and prepare civil designs, ensuring compliance with technical specifications.
• Monitoring the work of the team according to the work plan and tracking daily progress of construction projects.
• Coordinating with the Site Management team and other stakeholders within the camp.
• Assisting in identifying hazards and implementing disaster risk reduction initiatives to promote safety in camps and settlements.
• Promoting community participation and ownership through engagement with beneficiary communities.
• Supporting capacity building for site development staff and cash-for-work groups. 1
• Participating in vendor competency reviews and tracking construction progress against work plans. 1
• Liaising with local government agencies and stakeholders to facilitate project implementation. 1
• Performing additional duties as assigned.

Required Qualifications:
Candidates must possess a Bachelor’s degree in Civil Engineering or a related field, along with three years of relevant experience. Alternatively, a school diploma with five years of relevant experience is acceptable. The role requires a strong background in civil infrastructure projects, particularly in managing medium to large-scale construction and community-based initiatives. Experience working with local communities and familiarity with international organizations or NGOs is advantageous. Knowledge of contract administration and quantity surveying is a plus, as is proficiency in engineering-related software such as AutoCAD and GIS programs. Familiarity with local construction materials and technologies is also required.

Educational Background:
The educational background required for this position includes a Bachelor’s degree in Civil Engineering or a related field. Candidates with a school diploma may also be considered if they have sufficient relevant experience. The educational qualifications should provide a solid foundation in civil engineering principles and practices, enabling the candidate to effectively contribute to site development projects.

Experience:
The position requires relevant professional experience in civil infrastructure projects, particularly in managing medium to large-scale construction and community-based projects. Candidates should have a proven track record of working with local communities and experience in camp rehabilitation and site development. Familiarity with cash-for-work programs and contract administration is beneficial. Experience with engineering software and knowledge of local construction practices are also important.

Languages:
Fluency in English and Bengali is required for this position. Knowledge of the Chittagong local dialect is advantageous but not mandatory. Proficiency in these languages is essential for effective communication with team members, stakeholders, and the local community.

Additional Notes:
This position is subject to funding confirmation and requires candidates to be medically fit for appointment. The role may involve travel to multiple camps and out-of-camp settlements as needed.
