Job Overview:
The Tobacco Surveillance Officer will play a crucial role within the Health Promotion, Social Determinants, Equity, Tobacco Control, Risk Communication and Community Engagement, Behavioural Science, and Urban Health (HPD) Programme, which is part of the Disease Prevention and Control (DPC) Cluster. This position supports Member States in integrating health promotion, social determinants of health, risk communication, community engagement, behavioural science, and tobacco control into national policies and strategies. The role aligns with the Sustainable Development Goals (SDGs) and the WHO Framework Convention on Tobacco Control (WHO FCTC). The incumbent will provide technical and operational support to the HPD Unit, focusing on coordinating the Global Tobacco Surveillance System (GTSS), monitoring key health promotion and tobacco control indicators, and assessing programme performance. The overall objective is to promote health and well-being, improve equitable access to quality health services, and strengthen tobacco control to reduce tobacco-related morbidity, mortality, and disability.
Duties and Responsibilities:
The Tobacco Surveillance Officer will be responsible for a variety of tasks, including: providing technical support to Member States in planning and implementing tobacco-related surveys; designing tools and protocols for youth and adult tobacco surveys; building systematic surveillance mechanisms to monitor the tobacco epidemic; supporting the collection of data on alcohol and sugar-sweetened beverages (SSBs); analyzing survey data and developing effective data dissemination mechanisms; collecting and validating data for WHO global reports on tobacco; supporting the Tobacco Control team in regional policy and data analysis; developing technical materials such as project reports and advocacy materials; participating in working groups and technical meetings; and preparing technical and administrative reports on tobacco-related issues. The incumbent will also perform any other related duties as assigned.
Required Qualifications:
Candidates must possess a strong background in public health, epidemiology, or a related field. They should have experience in tobacco control, health promotion, or disease prevention, with a demonstrated ability to work collaboratively with diverse stakeholders. Strong analytical skills and proficiency in data analysis are essential, along with excellent communication skills to effectively convey complex information to various audiences. The ability to work in a multicultural environment and respect cultural differences is crucial for this role.
Educational Background:
A relevant degree in public health, epidemiology, social sciences, or a related field is required. Advanced degrees (Master's or Doctorate) are preferred and may be advantageous in the selection process. Additional training or certifications in tobacco control, health promotion, or related areas will be considered an asset.
Experience:
Candidates should have a minimum of 3-5 years of professional experience in public health, epidemiology, or a related field, with specific experience in tobacco control or health promotion. Experience working with international organizations, government agencies, or non-governmental organizations in a similar capacity is highly desirable. Familiarity with WHO guidelines and frameworks related to tobacco control will be an advantage.
Languages:
Fluency in English is mandatory, as it is the working language of the organization. Knowledge of additional languages, particularly French or Spanish, would be considered an asset and beneficial for communication with diverse stakeholders.
Additional Notes:
This position is based in Uganda and may involve travel within the region. The role is full-time and may require flexibility in working hours to accommodate different time zones and stakeholder needs. The living conditions in Uganda are relatively good, with adequate housing and amenities available at affordable costs.
