Job Overview:
The National Consultant for the Final Evaluation Country Programme will play a crucial role in assessing the effectiveness and impact of the UNDP's country programme in South Sudan. This position requires a comprehensive evaluation of the programme's outcomes, effectiveness, and sustainability. The consultant will be expected to analyze data, conduct interviews, and engage with stakeholders to gather insights and feedback. The evaluation will inform future programming and strategic decisions, ensuring that UNDP's initiatives align with the needs of the South Sudanese population. The consultant will work closely with UNDP staff and local partners to ensure a thorough and objective evaluation process.

Duties and Responsibilities:
  • Conduct a comprehensive evaluation of the UNDP Country Programme in South Sudan, focusing on its relevance, effectiveness, efficiency, impact, and sustainability.
  • Develop an evaluation framework and methodology that aligns with UNDP's evaluation standards and guidelines.
  • Collect and analyze qualitative and quantitative data through various methods, including surveys, interviews, and focus group discussions.
  • Engage with key stakeholders, including government officials, civil society organizations, and beneficiaries, to gather diverse perspectives on the programme's implementation and outcomes.
  • Prepare a detailed evaluation report that includes findings, conclusions, and actionable recommendations for future programming.
  • Present the evaluation results to UNDP management and stakeholders, facilitating discussions on lessons learned and best practices.
  • Ensure that the evaluation process adheres to ethical standards and respects the confidentiality of participants.

Required Qualifications:
  • Proven experience in conducting evaluations, particularly in the context of international development and humanitarian assistance.
  • Strong analytical skills and the ability to synthesize complex information into clear and actionable recommendations.
  • Familiarity with UNDP's programming and evaluation frameworks is highly desirable.
  • Excellent communication and interpersonal skills, with the ability to engage effectively with diverse stakeholders.
  • Proficiency in using evaluation tools and software for data analysis.

Educational Background:
A Master's degree in social sciences, development studies, evaluation, or a related field is required. Additional certifications in monitoring and evaluation or related disciplines will be an advantage.

Experience:
A minimum of 5 years of relevant professional experience in evaluation, research, or monitoring within the context of international development. Experience working in South Sudan or similar contexts is highly desirable.

Languages:
Fluency in English is mandatory. Knowledge of local languages spoken in South Sudan would be an asset, as it would facilitate communication with local stakeholders and beneficiaries.

Additional Notes:
This position is offered as an individual contractor role, and the contract duration will be specified upon selection. The consultant is expected to work full-time during the evaluation period, which will be determined based on the scope of work. Compensation will be commensurate with experience and qualifications, and the consultant may be required to travel within South Sudan as part of the evaluation process.
