Job Overview:
The National PPG and Inland Fisheries Specialist will play a crucial role in the preparation of a comprehensive project document funded by the Global Environment Facility (GEF). This project aims to develop a holistic model for the sustainable use and governance of fishery resources in the Inland Waters Fisheries Management Areas (FMAs). The specialist will be responsible for leading the Project Preparation Grant (PPG) exercise, which involves providing technical inputs, conducting data analysis, and ensuring the documentation required for the project development is thorough and accurate. The role requires close collaboration with various stakeholders, including government authorities and thematic consultants, to ensure the project's objectives are met effectively. The specialist will also analyze the baseline situation relevant to the project context, including policies and regulations for sustainable biodiversity governance, and will contribute to the development of project activity plans and budgeting.

Duties and Responsibilities:
The duties and responsibilities of the National PPG and Inland Fisheries Specialist include:

• Contributing technical input to the PPG design and implementation process.
• Providing technical support to thematic PPG consultants, ensuring timely completion and quality of their reports.
• Conducting stakeholder consultations and providing technical inputs during these discussions.
• Consolidating and reviewing technical reports and background documents prepared by team members, including conducting desktop analyses of relevant fishery resources in the targeted Inland Waters Fisheries Management Areas (IWFMAs).
• Analyzing the baseline situation relevant to the project context, including regional and national inland waters policies and regulations.
• Supporting the International Project Design Expert (PDE) in developing landscape/site selection criteria and providing technical recommendations.
• Analyzing the status and drivers of biodiversity loss and other environmental problems relevant to inland fisheries and marine biodiversity.
• Contributing to project activity plans and establishing indicator baselines.
• Supporting the PDE in budgeting and identifying potential sources of co-financing. 1
• Assisting in the preparation of the FAO-GEF Project Document and addressing comments from stakeholders.

Required Qualifications:
The position requires the following qualifications:

• A Master's degree in marine/fisheries, biodiversity conservation, environmental management, agriculture, or a related field.
• A minimum of 5 years of strong practical experience in inland fisheries, marine biodiversity, and conservation, particularly in Indonesia.
• A working knowledge (Level C) of English and Bahasa Indonesia.
• Candidates must be nationals of Indonesia or residents of the country with a valid work permit. Additionally, candidates should demonstrate core competencies such as results focus, teamwork, communication, building effective relationships, and knowledge sharing.

Educational Background:
Candidates must possess a Master's degree in a relevant field such as marine/fisheries, biodiversity conservation, environmental management, or agriculture. This educational background is essential to ensure that the candidate has the necessary theoretical knowledge and understanding of the complexities involved in managing inland fisheries and biodiversity conservation.

Experience:
Candidates should have at least 5 years of practical experience in the field of inland fisheries and marine biodiversity conservation. This experience should include working on projects related to sustainable fisheries management and biodiversity governance, particularly within the context of Indonesia. Experience in leading or coordinating GEF Project Preparation Grants (PPGs) or similar projects is highly desirable.

Languages:
The mandatory languages for this position are English and Bahasa Indonesia, with a working knowledge (Level C) required in both languages. Proficiency in these languages is essential for effective communication with stakeholders and for the preparation of project documentation. Additional language skills may be considered an asset but are not mandatory.

This position is remote, allowing for flexibility in work location.
