Job Overview:
The Programme Associate (Migration Health Nurse) will work under the direct supervision of the Head of Field Office and in close coordination with the Migration Health Physician in Surabaya. This role is crucial for implementing health-care activities aligned with the Programme's requirements and strategies focused on community engagement and accountability to affected populations. The Programme Associate will assist in monitoring and evaluating health services provided to refugees and asylum seekers, ensuring that these services meet the necessary standards and effectively address the needs of the beneficiaries. The position requires a proactive approach to gather information on beneficiaries' situations, document their needs, and communicate these to relevant stakeholders for appropriate follow-up. The Programme Associate will also play a vital role in supporting the administrative processes related to health services, including liaising with healthcare providers and managing documentation for medical referrals.

Duties and Responsibilities:
  • Assist in the implementation and monitoring of Programme activities in accordance with established procedures and mechanisms.
  • Conduct regular visits to beneficiaries to gather information on their situations, document their needs or concerns, and relay this information to supervisors and relevant colleagues for follow-up.
  • Identify and report any observed protection, security" style="border-bottom: 1px dotted #007bff !important;">security, or health-related concerns to the supervisor following established protocols.
  • Update data and relevant information for monthly and other reports; compile and share statistics and Refugee Registration and Assistance Monitoring System (RAMS) data to support programme monitoring and decision-making.
  • Act as a focal point for routine operational workflows related to care activities, facilitating day-to-day communication and follow-up under the guidance of the RCA management team at the Country Office.
  • Provide administrative support to the National Migration Health Officer or Migration Health Physician by assisting with arrangements for beneficiaries’ access to health services, including communication with healthcare and health insurance providers, and documenting and tracking outcomes of medical insurance referrals and IOM direct referrals.
  • Support the NMHO/MHP in preparing documentation for beneficiaries whose medical needs fall outside insurance coverage, facilitating medical and cost-related processes in line with the medical approval algorithm.
  • Assist in programme response actions during emergencies and support referral processes for individuals or groups at urgent risk, in accordance with the Programme Emergency Response System.
  • Compile reports and data from health insurance providers, prepare updates, organize records from health providers, and maintain confidentiality of all medical information. 1
  • Support administrative arrangements with IOM panel physicians related to the Migration Health Assessment Programme, including scheduling and record management. 1
  • Organize meetings, workshops, health promotion sessions, trainings, and other events; assist with logistics, outreach, and communication with refugee communities and local stakeholders. 1
  • Review payments to service providers, verify supporting documents, and assist with expense tracking tasks in collaboration with Resource Management. 1
  • Perform other duties as assigned.

Required Qualifications:
Candidates must possess a high school diploma with five years of relevant professional experience, or a Bachelor’s degree in Public Health, Medicine, or Nursing from an accredited institution with at least three years of experience in health services. Accredited Universities are those listed in the UNESCO World Higher Education Database. Candidates should have a good understanding of health services and experience in implementing programme and operational support activities. Experience in community outreach, social assistance, or health-related programme activities is advantageous. Prior experience in administrative processes related to health insurance or service providers is preferred, as is experience liaising with governmental, national, or international organizations.

Educational Background:
The educational background required for this position includes a high school diploma with five years of relevant professional experience or a Bachelor’s degree in a relevant field such as Public Health, Medicine, or Nursing from an accredited academic institution. The degree must be from an institution recognized in the UNESCO World Higher Education Database, ensuring that the educational qualifications meet international standards.

Experience:
The position requires candidates to have a solid background in health services, specifically in assisting with the implementation of programme and operational support activities. Candidates should have at least three years of experience in health services if they hold a Bachelor’s degree, or five years if they have a high school diploma. Experience in community outreach, social assistance, or health-related programme activities is considered an advantage, as is prior experience in administrative processes related to health insurance or service providers. Additionally, experience in liaising with governmental, national, or international organizations is preferred.

Languages:
All IOM staff members are required to be fluent in one of the IOM's official languages, which include English, French, and Spanish. For this specific position, fluency in both English and Bahasa Indonesia (oral and written) is mandatory. The proficiency in these languages will be evaluated during the selection process, which may include written and/or oral assessments to ensure candidates meet the necessary communication standards for the role.
