Job Overview:
In this role, you will work under the supervision of the Regional Finance Manager for the West and Southern Africa Pool. Your primary responsibility will be to ensure the reliability of financial and accounting management across the countries in the region. This includes overseeing the quality of budget management, providing technical and strategic support in financial management to the countries, ensuring compliance with accounting standards, and contributing to the action plans of the region and operations. Additionally, you will be involved in the recruitment of financial managers for missions and will provide functional management to the Finance Department Heads in the field. This position requires a proactive approach to financial oversight and a commitment to maintaining high standards of financial integrity within the organization.

Duties and Responsibilities:
  • Ensure the quality of budget management across the countries in the region.
  • Provide technical and strategic support in financial management to the countries.
  • Guarantee compliance with accounting standards for missions.
  • Contribute to the development of action plans for the region and operations.
  • Assist in the recruitment of financial managers for missions.
  • Provide functional management to the Heads of Finance Departments in the field.
  • Monitor financial performance and report on variances.
  • Develop and implement financial policies and procedures.
  • Conduct training and capacity-building initiatives for finance staff in the field. 1
  • Collaborate with other departments to ensure integrated financial management. 1
  • Participate in audits and ensure timely resolution of audit findings. 1
  • Stay updated on financial regulations and best practices in the NGO sector.

Required Qualifications:
  • A minimum of a Bac +5 degree in finance or accounting.
  • Proven experience in financial management, preferably in an international NGO context.
  • Familiarity with accounting software and tools, including proficiency in Excel.
  • Previous experience with Action contre la Faim is an advantage.
  • Strong analytical and problem-solving skills.
  • Ability to work in a multicultural environment and manage diverse teams.
  • Excellent communication skills, both written and verbal.

Educational Background:
Candidates must possess a Bac +5 degree in finance or accounting. This educational background is essential for understanding complex financial systems and ensuring compliance with international financial standards. A strong foundation in financial principles and practices is crucial for the effective management of the organization's financial resources.

Experience:
Candidates should have substantial experience in financial management, ideally within the context of international NGOs. This experience should include hands-on financial oversight, budget management, and compliance with accounting standards. Familiarity with the specific challenges and requirements of working in humanitarian contexts is highly desirable.

Languages:
Fluency in English, both spoken and written, is mandatory due to the international nature of the work. Knowledge of additional languages may be considered an asset, particularly those relevant to the regions in which Action contre la Faim operates.

Additional Notes:
This position is classified as a Cadre Intégré, Class 6, with a fixed-term contract of 12 months and is full-time. The role is based in Montreuil (Seine-Saint-Denis), France. The salary ranges from €41,000 to €50,000 gross annually, depending on experience, with additional benefits including a seniority bonus after three years of service at headquarters. Employees are entitled to 25 days of paid leave and 21 RTT days per year. Health coverage and other benefits are provided, including a 50% reimbursement of transport costs and meal vouchers. Remote work is permitted from metropolitan territory, with no mandatory in-person attendance except for collective meetings and integration days.
