Job Overview:
The Stakeholder Engagement and Safeguards Specialist will play a crucial role in supporting the FAO project team in Indonesia, particularly in the context of a project funded by the Global Environment Facility (GEF). This project aims to develop a comprehensive model for ecosystem-based sustainable use and governance of fishery resources in Inland Waters Fisheries Management Areas (FMAs). The Specialist will be responsible for facilitating stakeholder engagement activities, ensuring that the voices of various stakeholders, including local communities and Indigenous Peoples, are heard and considered in project planning and implementation. The role requires a deep understanding of environmental and social safeguards, as well as the ability to analyze and document stakeholder dynamics and institutional frameworks. The Specialist will also assist in preparing reports and documentation related to field visits and workshops, ensuring that all project activities are well-coordinated and effectively communicated.

Required Qualifications:
Candidates must possess a Master’s degree in a relevant field such as Fisheries, Marine Science, Environmental Science, Natural Resource Management, Environmental Management, Social Sciences, Development Studies, or Forestry. Additionally, candidates should have at least five years of relevant professional experience in marine and/or inland fisheries, particularly within Indonesia. A strong working knowledge of both English and Bahasa Indonesia is required, as effective communication with diverse stakeholders is essential for this role. Candidates must also demonstrate core competencies such as results focus, teamwork, communication, building effective relationships, and knowledge sharing.
Educational Background:
The educational background required for this position includes a Master’s degree in a relevant field. This advanced degree should provide a solid foundation in the principles of fisheries management, environmental science, or social sciences, equipping the candidate with the necessary knowledge to engage effectively with stakeholders and address complex environmental and social issues related to fisheries management.
Experience:
Candidates should have a minimum of five years of relevant professional experience, particularly in the context of marine and inland fisheries in Indonesia. This experience should include direct engagement with stakeholders, including government agencies, NGOs, and local communities, as well as involvement in environmental and social safeguard processes. Familiarity with GEF or FAO projects is highly desirable, as is experience in facilitating workshops and consultations.
Languages:
Proficiency in both English and Bahasa Indonesia is mandatory for this position, as these languages will be essential for effective communication with stakeholders and for the preparation of project documentation. Additional language skills may be considered an asset, particularly if they relate to the local communities involved in the project.

This position is remote, allowing for flexibility in work arrangements. The role is expected to be full-time, with a focus on collaboration with various stakeholders across different levels. - Providing technical and operational support in organizing stakeholder engagement activities at various levels, ensuring that all logistical arrangements are in place and that meeting materials are prepared.
- Mapping and analyzing stakeholders involved in the project, including government entities, NGOs, private sector representatives, and local communities, to understand their roles and interests.
- Supporting the assessment of the policy, legal, regulatory, and institutional landscape relevant to the project, which will inform project design and implementation.
- Collecting baseline information and identifying stakeholder priorities to guide project strategy and targeted investments.
- Assessing the capacities and needs of key project stakeholders, including beneficiaries, to ensure effective engagement and support.
- Preparing a matrix of potential social and environmental impacts of project interventions, in line with FAO and GEF guidelines, to identify risks and mitigation strategies.
- Reviewing the Environmental and Social Management Plan (ESMP) and assisting in drafting it, ensuring that all relevant inputs are compiled and that institutional responsibilities are clearly defined.
- Supporting the preparation of the Grievance Redress Mechanism to address any concerns raised by stakeholders.
- Planning and organizing field visits and workshops, including the PPG inception and validation workshops, and preparing reports summarizing the outcomes of these events. 1
- Contributing to other project components as needed, ensuring a holistic approach to project implementation.
