Job Overview:
The Finance and Administrative Assistant position is crucial for the successful implementation of the EpiC Cameroon project, which aims to provide strategic technical assistance and direct service delivery to achieve HIV epidemic control among at-risk populations. The role involves reporting to the Finance Officer and closely coordinating with the Zonal Clinical Advisor. The assistant will perform a variety of accounting, financial, and administrative duties, ensuring compliance with both internal and external regulations. This includes managing project expenditures, preparing financial documents, and maintaining accurate records. The assistant will also support the Finance Officer in tracking funding requests and processing financial transactions, thereby playing a key role in the financial management of the project. The position requires a proactive approach to problem-solving and a commitment to maintaining high standards of accuracy and efficiency in all financial operations.

Duties and Responsibilities:
The Finance and Administrative Assistant will have a comprehensive set of responsibilities that include:
  • Financial Duties: - Establishing and managing accounting record-keeping systems for tracking and reporting project expenditures. - Assisting the Finance Officer in managing daily payments and ensuring they are approved according to FHI 360 systems. - Verifying advance requests and travel expense reports for accuracy before processing payments. - Supporting the finance and grants officer in tracking funding requests and sub-grant reports. - Reviewing and validating supporting documentation for financial transactions to ensure compliance with established standards. - Monitoring subrecipient financial management processes and providing capacity-building support. - Conducting monthly account reconciliations and updating financial trackers.
  • Administrative Duties: - Receiving and distributing incoming and outgoing mail, including coordinating courier services. - Scheduling meetings and preparing materials for conferences. - Maintaining documentation, reports, schedules, and databases to support project functions. - Performing other administrative duties as assigned to ensure smooth operations of the project.

Required Qualifications:
Candidates must possess an Associate’s degree or its international equivalent, along with a minimum of three years of relevant experience in accounting, finance, and administrative support. A strong understanding of Generally Accepted Accounting Principles (GAAP), budgeting, and fiscal control theories is essential. Candidates should also demonstrate proficiency in general office practices and administrative procedures, with excellent quantitative and analytical skills. Strong organizational skills, attention to detail, and the ability to handle complex and confidential information are critical. Proficiency in spreadsheet and database software is required, along with the ability to proofread documents and summarize data effectively.

Educational Background:
The position requires an Associate’s degree or its equivalent in a relevant field. This educational background should provide a solid foundation in accounting principles, financial management, and administrative practices, equipping the candidate with the necessary skills to perform the duties of the Finance and Administrative Assistant effectively.

Experience:
The ideal candidate should have at least three years of experience in accounting, finance, and administrative support roles. This experience should include a strong understanding of financial management processes, budgeting, and compliance with regulatory standards. Candidates should also have experience working in a nonprofit or international development context, which will be beneficial in understanding the specific challenges and requirements of the role.

Languages:
Fluency in both spoken and written English and French is mandatory for this position. This bilingual requirement is essential for effective communication within the organization and with external partners, particularly in a diverse working environment like Cameroon. Proficiency in additional languages may be considered an asset but is not required.

Additional Notes:
This position is a full-time role based in Yaoundé, Cameroon. The expected salary range for this position is between XAF 7,000,000 and 9,000,000 annually for national local hires.
