Job Overview:
In the role of Human Resources Officer (HR Officer), you will play a crucial part in supporting the HR operations of the Danish Refugee Council. Your responsibilities will encompass a wide range of HR functions, including recruitment, HR administration, advisory services, employee support, documentation, compliance, and data management. You will be expected to manage leave, time, and attendance, as well as other HR-related tasks. This position requires a proactive approach to HR management, ensuring that all processes align with organizational policies and labor laws. You will be the primary point of contact for HR-related inquiries from employees and managers, providing guidance and support to facilitate a smooth HR operation. Your role will also involve leading recruitment processes, from job postings to conducting interviews and reference checks, ensuring that the organization attracts and retains the best talent. Additionally, you will assist in workforce planning and ensure that job descriptions are in line with the organizational structure, thereby contributing to the overall effectiveness of the HR function.

Duties and Responsibilities:
As a Human Resources Officer, your duties and responsibilities will include:
  • Providing HR guidance to employees and managers regarding policies, procedures, and HR-related concerns.
  • Supporting and leading recruitment processes, which include job postings, screening candidates, conducting interviews, and performing reference checks.
  • Assisting with workforce planning and ensuring that job descriptions are aligned with the organizational structure.
  • Preparing timesheets for all employees in your area of responsibility twice a month and providing payroll-related HR inputs.
  • Maintaining and administering employee personnel files and all HR documentation.
  • Processing hiring, transfers, contract extensions, and terminations in compliance with labor laws.
  • Preparing annual leave balance summaries for management, issuing internal HR orders, coordinating archiving with the DRC Country Office, and ensuring consistency of leave records across all HR platforms.
  • Acting as the HR User in HR systems, which includes hiring, terminating, and extending employees’ contracts, reviewing leave requests and approvals, and administering benefits and compensation.
  • Coordinating the flow of HR documentation with other DRC offices and the Country Office to ensure seamless communication and compliance.

Required Qualifications:
To be considered for the Human Resources Officer position, candidates must meet the following qualifications:
  • A university degree in HR Management, Labor Economics, Law, Documentation and Information Activity, Record Keeping, or a related field.
  • Practical experience in HR administration, including preparing and processing hiring, contract extensions, transfers, and terminations, as well as maintaining employee records and personnel files.
  • Strong knowledge of labor law and HR administration practices.
  • Experience with HRIS/ERP systems and HR data management.
  • Proven experience in administering leave requests and preparing timesheets.
  • Ability to handle confidential information with integrity and professionalism.
  • Strong attention to detail and the ability to manage multiple priorities effectively.
  • Proficiency in English at a B2 level or higher, along with fluency in Ukrainian.
  • Proficiency in Microsoft Office applications, including Word, Excel, PowerPoint, and Outlook.

Educational Background:
Candidates applying for the Human Resources Officer position must possess a university degree in a relevant field. Acceptable fields of study include HR Management, Labor Economics, Law, Documentation and Information Activity, Record Keeping, or any related discipline that provides a solid foundation for understanding HR principles and practices. This educational background is essential for ensuring that the candidate has the necessary theoretical knowledge and skills to perform effectively in the HR role.

Experience:
The position requires candidates to have at least 2 years of work experience in Human Resources management, administration, or a related field. This experience should encompass a range of HR functions, including recruitment, employee support, HR documentation, and compliance with labor laws. Candidates should demonstrate a solid understanding of HR processes and the ability to manage various HR-related tasks efficiently. Previous experience in a humanitarian or non-profit organization is considered an asset, as it provides valuable insights into the unique challenges and dynamics of working in such environments.

Languages:
For this position, proficiency in English at a B2 level or higher is mandatory, along with fluency in Ukrainian. These language skills are essential for effective communication within the organization and with external stakeholders. Additionally, any knowledge of other languages may be considered an asset, as it can enhance the candidate's ability to interact with diverse populations and contribute to the organization's mission of supporting displaced individuals.

Additional Notes:
The contract for this position includes a 3-month probation period, with the possibility of extension to one year based on performance and the availability of funding. The position is classified as Band H, which is a non-managerial role. The duty station for this position is Mykolaiv, and the start date is as soon as possible. The salary and conditions will be in accordance with the Danish Refugee Council’s Terms of Employment for national employees, starting from EUR 2025 gross per month, depending on the candidate's experience and qualifications.
