Job Overview:
The Humanitarian Access and security" style="border-bottom: 1px dotted #007bff !important;">security-manager" style="border-bottom: 1px dotted #007bff !important;">Security Manager (HASM) will play a crucial role in overseeing security operations across the Darfur region, supporting the movement of goods and personnel between different states. This position is based in Tawila, North Darfur, with regular travel to South and West Darfur. The HASM will be responsible for implementing and managing security strategies, ensuring compliance with HI's institutional policies, and optimizing resources. The role involves conducting risk assessments, developing risk mitigation measures, and maintaining a thorough understanding of the local security context. The HASM will also represent HI in external security discussions, ensuring that the organization’s interests are safeguarded while fostering partnerships with local stakeholders. This position requires a proactive approach to security management, with a focus on adapting strategies to the evolving humanitarian landscape in the region.

Duties and Responsibilities:
  • Contribute to the development of country strategies aligned with global objectives, particularly in security management.
  • Steer the security strategy by promoting HI’s institutional policies and optimizing resource allocation.
  • Produce and update risk maps, implement risk mitigation measures, and contribute to incident reporting.
  • Ensure compliance with HI standards and adapt them to local contexts.
  • Oversee internal controls and guarantee adherence to donor regulations.
  • Conduct thorough security assessments and maintain a network of contacts for information gathering.
  • Provide context analysis and develop mitigation strategies based on evolving security situations.
  • Represent HI in meetings with humanitarian actors and local authorities.
  • Train staff on security protocols and foster a culture of safety within the organization. 1
  • Analyze humanitarian access challenges and support negotiations with stakeholders to improve access. 1
  • Prepare monthly security reports and contribute to mission reporting.

Required Qualifications:
Candidates must possess a minimum of three years of experience managing security in volatile environments, preferably in the Sahel region. Strong communication and negotiation skills are essential, along with the ability to produce clear and timely reports. Candidates should demonstrate a high level of analytical capability and possess strong interpersonal and intercultural skills. The ability to adapt to rapidly changing contexts and work independently or as part of a team under challenging conditions is crucial. Proficiency in the Office suite is required, and experience with GPS tracking devices is a plus.

Educational Background:
A relevant educational background in security management, international relations, or a related field is preferred. Candidates should have a solid understanding of humanitarian principles and practices, as well as the ability to apply these in a practical context.

Experience:
The position requires at least three years of relevant experience in security management, particularly in high-risk and remote areas. Previous experience with Humanity & Inclusion or similar organizations is advantageous. Candidates should be willing to travel frequently to sensitive areas within Darfur and demonstrate a strong understanding of the security landscape in the region.

Languages:
Fluency in English is mandatory for this position, as it is the primary language of communication within the organization. Proficiency in Arabic is highly advantageous, as it facilitates better communication with local stakeholders and enhances the effectiveness of security operations.

Additional Notes:
This position is offered as a six-month international contract, with the possibility of renewal based on funding availability. The contract is set to commence in early September 2026, based in Tawila. The international contract includes social coverage tailored to the individual's situation, such as unemployment insurance benefits for EU nationals, a pension scheme, and medical coverage with a 50% employee contribution. The salary starts at 2813 € gross per month, depending on experience, with additional benefits including a per diem of 706 € net per month, a hardship allowance of 500 € net per month, 25 days of paid leave per year, and a rest and recuperation period of 5 days every 8 weeks. The position is unaccompanied, and housing will be collectively provided by HI. For residents of Sudan, a local compensation package will be offered.
