The Convention on the Conservation of Migratory Species of Wild Animals (CMS) is a global intergovernmental treaty established to promote the conservation and sustainable use of migratory species and their habitats. The CMS Secretariat, which is located in Bonn, Germany, also supports various intergovernmental instruments related to migratory species conservation. The United Nations Environment Programme (UNEP) serves as the designated entity within the UN system for addressing environmental issues globally and regionally, coordinating the development of environmental policy consensus. The CMS Office in Abu Dhabi coordinates the implementation of specific Memoranda of Understanding (MoUs) related to migratory species, including the Raptors MoU and the Dugong MoU, and is responsible for various conservation initiatives.

Job Overview:
The Programme Management Officer will lead the Raptors MoU Coordinating Unit, focusing on the implementation of the MoU's work programme, which includes managing meetings, providing secretariat services, and supporting the development of national strategies for migratory birds of prey. The role requires collaboration with various stakeholders, including intergovernmental organizations and NGOs, to promote the Raptors MoU and mobilize resources. The officer will also supervise an Associate Programme Management Officer and contribute to the broader work of the CMS Office in Abu Dhabi. This position demands a strong understanding of avian conservation and the ability to analyze data to support decision-making processes.

Duties and Responsibilities:

• Organize and manage the MOU's work programme, providing necessary support for its implementation, including mobilizing resources and coordinating meetings.
• Promote interest in the Raptors MoU by developing communication and resource mobilization strategies, and representing the MoU at international meetings.
• Identify synergies with other international initiatives, collaborating with the CMS Secretariat and liaising with stakeholders.
• Undertake finance and administrative responsibilities, including supervising staff and managing budgets.
• Collect and analyze data to provide insights for planning and reporting.
• Perform other duties as required.

Required Qualifications:
Candidates must possess a strong knowledge of avian conservation theories and concepts, with the ability to analyze and interpret data effectively. Professionalism, communication skills, and the ability to plan and organize work efficiently are essential. The role requires a commitment to gender perspectives and equal participation in all areas of work.

Educational Background:
An advanced university degree (Master's or equivalent) in biology, ecology, zoology, environmental studies, or a related field is required. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Completion of programs in data analytics or related fields is desirable.

Experience:
A minimum of seven years of progressively responsible professional experience in species conservation and management is required, with at least three years in an international setting. Experience with avian species conservation and issues related to migratory species is essential. Familiarity with Multilateral Environmental Agreements (MEAs) and data analytics is also desirable.

Languages:
English is required at UN Level III proficiency. French and Arabic are desirable at Level II proficiency. Candidates should demonstrate strong communication skills in both written and spoken forms in these languages.
