Job Overview:
The Seed Health and Molecular Diagnostics Specialist position is critical in addressing the challenges faced by Mauritius in the seed sector, particularly in the context of climate change and food security. The incumbent will be responsible for introducing and adapting molecular and biotechnological tools for seed health diagnostics, which are essential for improving the quality and resilience of seed varieties. This role involves not only technical expertise but also a strong focus on capacity building through training modules aimed at enhancing national expertise in advanced laboratory techniques. The Specialist will work closely with the Ministry of Agro Industry and other stakeholders to ensure that the seed health laboratory is upgraded and operationalized effectively, thereby contributing to the overall goal of strengthening the seed sector in Mauritius.

Duties and Responsibilities:
The Seed Health and Molecular Diagnostics Specialist will undertake a comprehensive set of responsibilities aimed at enhancing the seed health diagnostics capabilities in Mauritius. Key duties include assessing the current laboratory capacity and infrastructure of the National Plant Protection Office (NPPO), developing Standard Operating Procedures (SOPs) for various seed health testing methodologies, and adapting these SOPs to the local context in collaboration with a Technical Working Group. The Specialist will also provide input on equipment specifications and procurement, train national staff on the application of SOPs, and conduct a Train-the-Trainer program for approximately 20 technical staff members. This includes both theoretical and practical training on molecular characterization and seed health screening techniques. Additionally, the Specialist will mentor trainees, ensure the integration of SOPs into laboratory operations, review training materials for quality, and provide remote mentoring as needed. The role also involves reviewing project outputs for compliance with FAO standards and submitting detailed reports on contributions and recommendations for sustainability.

Required Qualifications:
Candidates must possess an advanced university degree in Seed Health and Biotechnology, molecular biology, seed pathology, or related fields from an institution recognized by the International Association of Universities (IAU)/UNESCO. Those with a bachelor's degree must have two additional years of relevant professional experience. A minimum of five years of relevant professional experience in Seed Health and Biotechnology, molecular diagnostics, and seed health testing is required. Candidates should also demonstrate experience in project planning, implementation, monitoring, and reporting, as well as knowledge of results-based management and monitoring and evaluation systems. Proficiency in Microsoft Office applications is essential, and candidates should have a working knowledge of English, with knowledge of French considered an asset.

Educational Background:
The educational background required for this position includes an advanced university degree in a relevant field such as Seed Health and Biotechnology, molecular biology, or seed pathology. Candidates with a bachelor's degree must have additional professional experience to compensate for the lack of an advanced degree. Experience:
The position requires a minimum of five years of relevant professional experience in the fields of Seed Health and Biotechnology, molecular diagnostics, and seed health testing.
