WHO Consultant - Climate Change and Health Financing

Job Overview:
The consultancy position aims to provide targeted coordination and technical support to the WHO's ACE (Advisory Committee on Environment) in advancing climate and health financing, climate diplomacy, and the implementation of priority regional initiatives. The consultant will play a crucial role in supporting ACE's engagement with Member States, financing partners, and international stakeholders to enhance climate-health investments. This includes supporting the implementation of the ACE Financing for Implementation Transformation (ACE-FIT) initiative and contributing to climate and health advocacy activities, particularly in relation to Pre-COP and COP processes. The consultant will be expected to engage in applied research, coordinate meetings and workshops, and prepare technical materials to facilitate effective communication and advocacy efforts.

Duties and Responsibilities:
The consultant will be responsible for several key deliverables, including: 1) Supporting ACE’s engagement in pre-COP and COP31 processes, developing advocacy materials, and coordinating with WHO HQ and external partners on climate-health advocacy priorities. 2) Developing materials that link climate-health outcomes to investment priorities and supporting discussions related to COP follow-up processes. 3) Maintaining a consolidated workplan for ACE-FIT delivery, conducting desk reviews to map country climate-health finance maturity, and providing technical support for country workshops. 4) Coordinating partnership activities with the AIIB and World Bank, contributing to the identification of country pipelines, and supporting the development of climate-health financing opportunities. The consultant will also be responsible for capturing insights to inform the refinement of ACE's initiatives and ensuring effective communication of climate-health co-benefits.

Required Qualifications:
Candidates must possess a university degree in public health, economics, international development, climate finance, or a related field from a recognized institution. Essential qualifications include a minimum of 2 years of demonstrated experience in climate finance, international development, or health systems strengthening at the international level. Desirable qualifications include experience working with UN agencies, multilateral development banks, or similar institutions, as well as experience in supporting multi-stakeholder partnerships and engaging with UNFCCC and COP processes. Strong analytical, coordination, project management, and communication skills are essential for this role.

Educational Background:
The educational background required for this position includes a university degree in public health, economics, international development, climate finance, or a related field. Candidates must have obtained their qualifications from an accredited institution recognized in the World Higher Education Database (WHED).

Experience:
The position requires a minimum of 2 years of relevant experience in climate finance, international development, or health systems strengthening at an international level. Experience working with UN agencies or multilateral development banks is highly desirable, as is experience in supporting multi-stakeholder partnerships and coordination processes. Familiarity with UNFCCC and COP processes is also beneficial.

Languages:
Expert knowledge of English is mandatory for this position. Proficiency in additional languages may be considered an asset but is not explicitly required.

Additional Notes:
The consultancy is expected to last for 11 months, from August 2026 to July 2027, with a remuneration of USD 6,000 per month. The consultant will be required to travel to the WHO Asia-Pacific Centre for Environment and Health in Seoul, South Korea.
