Job Overview:
The Technical Advisor for Maternal, Neonatal, and Child Health (MNCH) is a pivotal role within the EpiC project in Mozambique, specifically targeting the provinces of Nampula and Zambezia. This position is focused on improving health outcomes related to maternal, neonatal, and child health, as well as nutrition and immunization. The advisor will oversee clinical activities in health facilities and communities, ensuring that high-quality services are accessible and utilized effectively. Responsibilities include mentoring and guiding local government and partners in implementing lifesaving practices, ensuring quality training initiatives, and building the capacity of local health authorities to supervise clinical care. The advisor will report directly to the Project director" style="border-bottom: 1px dotted #007bff !important;">Technical Director and will play a crucial role in enhancing the overall health service delivery framework in the region.

Duties and Responsibilities:
The Technical Advisor will be responsible for a range of duties including: providing technical expertise in the implementation and monitoring of MNCH service quality interventions; collaborating with government counterparts to enhance their capacity for clinical supervision; supervising a team of technical project staff; serving as the primary contact for provincial-level MNCH technical working groups; leading the synthesis of MNCH monitoring data; contributing to the development of work plans and reports; and ensuring that activities are integrated and aligned with broader health initiatives. The advisor will also be expected to engage with various stakeholders to foster effective working relationships and ensure the successful execution of project objectives.

Required Qualifications:
Candidates must possess a Master's degree or its equivalent in a clinical field, public health, or a related area. Clinical training is preferred, particularly in maternal and child health nursing, obstetrics/gynecology, pediatrics, or neonatal and child health nursing. A minimum of 8 years of experience in MNCH+N and public health programs is required, along with experience in supervisory roles and conducting staff performance evaluations. Proven experience working with the Ministry of Health and knowledge of the national and provincial health systems, particularly in Zambezia and Nampula, is essential. Strong interpersonal skills, fluency in Portuguese, and proficiency in English are also required, along with excellent communication, organizational, and analytical skills.

Educational Background:
The position requires a Master's degree or equivalent in a relevant clinical field or public health. This educational background is crucial for understanding the complexities of maternal, neonatal, and child health issues and for effectively implementing health interventions.

Experience:
The ideal candidate should have at least 8 years of relevant experience in maternal, neonatal, and child health programs, with a strong emphasis on public health initiatives. Experience in supervisory roles is essential, as the advisor will be responsible for leading a team and ensuring effective project implementation.

Languages:
Fluency in Portuguese is mandatory for this position, as it is the primary language of communication in the region. Additionally, strong interpersonal and oral presentation skills in English are preferred, which will facilitate collaboration with international partners and stakeholders.

Additional Notes:
This position is based in Quelimane, Mozambique, and involves full-time engagement with responsibilities that may require travel within the provinces of Nampula and Zambezia. The expected salary range for this role is between USD 51,825 and 65,000 annually, depending on the candidate's experience and qualifications.
