Job Overview:
The UN Associate Programme Management Officer (HDP Cross-Pillar Nexus Specialist) is tasked with providing coordination, technical expertise, and leadership to the UN Resident Coordinator Office (RCO) in Ethiopia. This role is pivotal in advancing the HDP Cross-Pillar Nexus and resilience approaches, ensuring that the UN's efforts align with national and regional development priorities. The incumbent will oversee the day-to-day operations of the HDP Cross-Pillar Nexus project, collaborating closely with various stakeholders, including government officials, UN agencies, and civil society organizations. The position requires a strong focus on policy dialogue, technical guidance, and the operationalization of integrated approaches that enhance resilience in fragile contexts. The specialist will also be responsible for knowledge generation and capacity strengthening to empower local stakeholders in implementing these approaches effectively.

Duties and Responsibilities:
The incumbent will perform a range of duties including leading the technical implementation of the HDP Cross-Pillar Nexus project, providing substantive guidance on programming, supervising a team of regional specialists, and ensuring alignment with national priorities. Responsibilities also include facilitating stakeholder engagement, managing secretariat functions for the national HDP Nexus architecture, and ensuring compliance with EU reporting standards. The role involves conducting research and analysis to inform integrated programming, supporting the development of joint work plans, and leading capacity assessments to ensure sustainable coordination systems are established. The specialist will also be responsible for managing project monitoring, evaluation, accountability, and learning (MEAL) frameworks, ensuring that all activities contribute to the overarching goals of the UN's development agenda.

Required Qualifications:
Candidates must possess a minimum of three years of progressively responsible experience in project management, coordination, or development programming within an international organization, government, or civil society context. Experience in operationalizing the HDP Cross-Pillar Nexus approach and integrated humanitarian-development coordination is essential. Familiarity with UN coordination mechanisms and stakeholder management, particularly with government ministries, is also required. Experience in managing donor-funded projects, especially EU-funded initiatives, is desirable, along with proven experience in supervising field-based teams and maintaining relationships with various stakeholders.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in Project Management, Development Studies, International Relations, Social Science, Business/Public Administration, Economics, or a related field is required. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Completion of degree and non-degree programs in data analytics, business analytics, or data science is considered an advantage.

Experience:
The position requires a minimum of three years of relevant experience in project management, coordination, or development programming. Candidates should have demonstrated experience in the operationalization of the HDP Cross-Pillar Nexus approach and multi-sectoral resilience programming. Experience working within UN coordination mechanisms or multi-stakeholder platforms is essential, as is experience in managing donor-funded projects and field-based teams.

Languages:
English and Amharic are mandatory for this position. Proficiency in English at UN Level II and Amharic at UN Level III is required. Knowledge of French is considered an asset, but not mandatory. The ability to communicate effectively in both languages is crucial for collaboration with various stakeholders and for the successful execution of the role's responsibilities.
