Job Overview:
The Monitoring and Evaluation Officer will play a crucial role in strengthening the monitoring and evaluation systems of programs implemented in the Diffa region, aiming to enhance the quality, accountability, and impact of interventions. The officer will support the monitoring of performance indicators, analyze programmatic data, prepare periodic reports, and conduct performance review exercises. Additionally, the officer will contribute to capacity building for partners, analyze humanitarian trends in the region, and manage information effectively. The role requires a commitment to the protection and due diligence of the host entity, ensuring that the volunteer receives adequate support and orientation upon arrival, including administrative assistance, mentorship, and access to necessary resources and training programs.

Duties and Responsibilities:

• Program Performance Monitoring: Regularly monitor performance indicators of programs and projects; contribute to updating results frameworks, monitoring plans, and data collection tools; verify the quality, consistency, and reliability of data provided by partners and field teams; participate in field visits to document progress, challenges, and results of interventions; consolidate information related to DCT for reporting and performance review needs; regularly update matrices tracking action points from coordination meetings, joint missions, program reviews, and field visits; contribute to monitoring recommendations from audits, HACT spot checks, and partner micro-evaluations.
• Data Management and Analysis: Compile, clean, and analyze programmatic data from various sections and partners; produce dashboards, graphs, statistical analyses, and analytical notes to support decision-making; identify trends, performance gaps, and programmatic risks to propose corrective actions; support the development and updating of databases and monitoring tools for the office.
• Reporting and Capacity Building: Contribute to the preparation of monthly, quarterly, semi-annual, and annual program reports; support data consolidation and analysis for semi-annual and annual reviews; assist in organizing training for partners on HACT; guide partners in improving data collection, monitoring, and reporting mechanisms; promote best practices in accountability, results monitoring, and performance management.
• Other Relevant Tasks: Support the development and management of interactive dashboards and data visualization tools (Power BI, Excel, Kobo, etc.) and update and monitor data management platforms RRM and STATChild; contribute to monitoring humanitarian trends in the region (population displacements, climate shocks, epidemics, security" style="border-bottom: 1px dotted #007bff !important;">security incidents, multi-sectoral needs); produce maps, infographics, snapshots, and humanitarian information products; help identify humanitarian gaps, at-risk populations, and priority intervention areas.

Required Qualifications:
The position requires a strong understanding of monitoring and evaluation principles, data analysis, and reporting. Candidates should possess excellent analytical skills, attention to detail, and the ability to work collaboratively with diverse teams. Familiarity with humanitarian contexts and experience in capacity building for partners are essential. Educational Background:
A bachelor's degree in social sciences, statistics, public health, or a related field is required. A master's degree in a relevant discipline is preferred and may enhance the candidate's competitiveness for the position.

Experience:
Candidates should have at least 2-3 years of relevant experience in monitoring and evaluation, data analysis, or program management, preferably in a humanitarian or development context. Experience working with international organizations or NGOs is an advantage, as is familiarity with UNICEF's mission and operations.

Languages:
Fluency in French is mandatory, as it is the primary language of communication in Niger. Proficiency in English is considered an asset and may enhance the candidate's ability to engage with international partners and stakeholders.

The position is based in Diffa, Niger, and candidates should be aware of the current security situation in the region. It is crucial for all UN Volunteers to familiarize themselves with security guidelines and the local context. Volunteers may be exposed to various tropical diseases, and vaccination against yellow fever is mandatory for entry into Niger, along with other vaccinations such as hepatitis A, B, and tetanus.
