Job Overview:
The position of Consultant International for the elaboration of the National Multirisk Contingency Plan in Mauritania involves a critical role in developing a comprehensive strategy to manage and mitigate risks associated with various hazards. The consultant will be responsible for assessing the current risk landscape in Mauritania, identifying vulnerabilities, and proposing effective measures to enhance the country's resilience to disasters. The consultant will work for a period of 70 days, during which they will conduct research, facilitate workshops, and draft the contingency plan, ensuring that it aligns with national policies and international best practices. The consultant is expected to deliver a high-quality plan that addresses the specific needs and challenges faced by Mauritania in terms of disaster preparedness and response.

Duties and Responsibilities:
The Consultant International will have a range of duties and responsibilities, including but not limited to:

• Conducting a thorough assessment of the current risk management practices in Mauritania, including identifying key hazards and vulnerabilities.
• Engaging with stakeholders to gather insights and perspectives on risk management and disaster preparedness.
• Developing a comprehensive National Multirisk Contingency Plan that outlines strategies for risk reduction, preparedness, response, and recovery.
• Facilitating workshops and training sessions to build capacity among local stakeholders and ensure their involvement in the planning process.
• Drafting reports and documentation that detail the findings of the assessment and the proposed contingency plan.
• Collaborating with UNDP and other partners to ensure the plan is aligned with national and international standards.
• Providing recommendations for the implementation of the contingency plan and monitoring its effectiveness over time.

Required Qualifications:
The ideal candidate for this position should possess a strong background in disaster risk management, public policy, or a related field. They should have proven experience in developing contingency plans or similar documents, preferably in a developing country context. Additionally, the candidate should demonstrate excellent analytical and communication skills, with the ability to work collaboratively with diverse stakeholders. Familiarity with the socio-economic and environmental context of Mauritania will be an advantage. The consultant should also have a strong understanding of international frameworks related to disaster risk reduction and climate change adaptation.

Educational Background:
A Master's degree or higher in disaster risk management, environmental science, public policy, or a related field is required for this position. Candidates with relevant certifications in risk management or emergency management will be considered favorably. Experience:
Candidates should have a minimum of 5 years of professional experience in disaster risk management, emergency response, or related fields. Experience working with international organizations, particularly in the context of developing countries, is highly desirable. The consultant should have a track record of successfully leading projects or initiatives that involve multi-stakeholder engagement and capacity building.

Languages:
Fluency in French is mandatory, as it is the official language of Mauritania. Proficiency in English is also required, as it is often used in international contexts. Additional Notes:
This position is for an individual contractor and is expected to be a full-time engagement for a duration of 70 days. The consultant will be required to submit their proposals through the UNDP supplier portal, and all communications regarding the tender must be conducted through the portal's messaging system. The deadline for submitting proposals is set for August 6, 2026, at 2:00 PM New York time. The consultant will be compensated according to UNDP's established rates for individual contractors, and benefits may include travel allowances and other relevant expenses as per UNDP policies.
