Job Overview:
The West Africa Regional Technical Advisor I (TAI), Polio will provide strategic and technical leadership for the Strengthening Infectious Disease Detection Systems (STRIDES) Activity, specifically focusing on polio eradication-related activities. This includes overseeing surveillance, laboratory strengthening, and data analysis. The Advisor will ensure that STRIDES polio activities align with global guidance, national policies, and donor regulations while delivering high-quality technical assistance across participating countries. The role involves providing technical oversight for in-country implementation, collaborating with global, regional, and country teams to troubleshoot challenges, and adapting interventions to evolving epidemiological and operational contexts. The Regional TA will also support capacity strengthening, mentoring, and technical assistance to country-level teams and local partners, ensuring alignment with the U.S. Government’s global health security" style="border-bottom: 1px dotted #007bff !important;">security priorities. Additionally, the Advisor will contribute to FHI 360’s technical thought leadership by developing tools and guidance that enhance the organization’s visibility and credibility in polio eradication and infectious disease surveillance.
Duties and Responsibilities:
The duties and responsibilities of the Regional TA I, Polio include leading the creation and implementation of the technical portion of the STRIDES - Polio Activity plan at the regional level, coordinating with technical and programmatic staff to ensure compliance with contract requirements, and providing technical directions to regional subcontractors. The Advisor will also develop strategies for the design and implementation of specific technical components within the STRIDES – Polio and Global Health Security programs, ensuring high-quality implementation in line with global standards. Other responsibilities include supervising team members, monitoring performance, developing training systems, reviewing donor reports, and ensuring the quality of technical deliverables. The Advisor will be expected to proactively identify risks and challenges to technical deliverables and create mitigation plans, as well as influence the design and scope of STRIDES polio initiatives and programs.
Required Qualifications:
Candidates must possess a Master’s Degree or its international equivalent in Health, Life/Social Sciences, International Development, or a related field. Project Management (PM) Certification is a plus. The position requires a strong understanding of polio eradication efforts, especially in areas such as surveillance, case investigation, and laboratory services. Candidates should demonstrate strong diagnostic, analytical, and problem-solving skills, as well as the ability to manage projects and set realistic priorities. Excellent communication and negotiation skills are essential, along with the ability to influence others and gain support for initiatives.
Educational Background:
The educational background required for this position includes a Master’s Degree or its international equivalent in relevant fields such as Health, Life/Social Sciences, or International Development. Additional certifications, such as Project Management Certification, are considered advantageous and may enhance a candidate's qualifications for the role.
Experience:
The position typically requires 8+ years of relevant experience in designing and evaluating applicable programs or services. Candidates should have at least five years of experience in public health, particularly in developing countries, with a focus on disease eradication and surveillance. Experience with polio eradication programs and managing large-scale public health initiatives is essential. Relevant publications, presentations, and tool development experience are also important. Candidates should demonstrate sensitivity to polio eradication technical issues and have prior work experience in NGOs, government agencies, or private organizations engaged in polio eradication efforts.
Languages:
Fluency in both French and English is required for this position. Proficiency in additional languages may be considered an asset, particularly in the context of working with diverse populations and stakeholders across Francophone African countries.
Additional Notes:
This position is regionally based in West Africa and will work remotely to support STRIDES West Africa Polio activities. The expected hiring salary range for this role is XOF 29,000,000 - 40,000,000 for annual basic salary. The organization considers various factors when determining an offer amount, including relevant years of experience, education, internal equity, market pay, and budget. The role may involve local and regional travel of 10% - 25%.
