Job Overview:
As the Senior Program Manager for CRS in Jordan, you will be responsible for leading the programming efforts of the Jordan country office. This role involves providing strategic direction, leadership, and management of the office's portfolio to ensure the successful implementation of high-quality programs that serve the poor and vulnerable populations. You will work closely with the Senior Management Team to manage security" style="border-bottom: 1px dotted #007bff !important;">security and mitigate risks while also providing programming support for the CRS response in the Jordan West Bank and Gaza (JWBG) region. Your expertise in program quality and management, along with your partnership and representation skills, will be crucial in ensuring effective coordination and collaboration with local partners and stakeholders. The position requires a proactive approach to design" style="border-bottom: 1px dotted #007bff !important;">program design, resource mobilization, and capacity strengthening, as well as a commitment to continuous improvement and learning within the organization.

Duties and Responsibilities:
  • Collaborate with the Deputy Country Representative for JWBG to provide strategic direction for the design of the country office's strategic frameworks and plans.
  • Develop resource mobilization strategies to optimize the impact of programming interventions in alignment with regional and agency priorities.
  • Lead and support local partners in high-quality project design, ensuring adherence to project management standards and MEAL (Monitoring, Evaluation, Accountability, and Learning) methods.
  • Coordinate planning of activities across various projects to ensure integration and efficiency in implementation.
  • Cultivate effective donor relationships and oversee the business development cycle to ensure quality proposals that meet agency and donor standards.
  • Support representation efforts in the Middle East regional hub and pursue appropriate growth of programs.
  • Provide accompaniment to key local partners, such as Caritas Jordan, and oversee partnership assessments and strengthening initiatives.
  • Ensure technical assistance and capacity strengthening for partner and CRS project teams in project management and related activities.
  • Identify training opportunities, develop training curricula, and deliver training sessions to partner staff and CRS team members. 1
  • Lead the development of program learning, identifying opportunities for research and publications, and implementing MEAL policy. 1
  • Facilitate the dissemination of promising practices and lessons learned to contribute to the agency's knowledge management agenda. 1
  • Ensure excellent communication and coordination with JWBG operations and program teams for timely project expenditures and efficient resource stewardship. 1
  • Champion safeguarding principles and support the quality implementation of CRS safeguarding policies.

Required Qualifications:
  • Bachelor's Degree in International Development, International Relations, or a relevant field.
  • Minimum of 8 years of relevant field-based program management experience, with at least 3 years in a senior management role.
  • Proven experience in developing successful proposals, reports, strategic alliances, project design, project management, and monitoring and evaluation.
  • Experience in partner capacity strengthening, staff development, training, and mentoring, as well as team building and strategic planning initiatives.
  • Familiarity with community development, community mobilization, or similar grassroots initiatives.
  • Experience in project grants management, including design, budget preparation, expenditure tracking, monitoring and evaluation, and reporting, preferably for projects funded by multiple public donors, including the US Government.
  • Demonstrated success in business development activities capturing public and/or private donor funding.

Educational Background:
A Bachelor's Degree in International Development, International Relations, or a relevant field is required. A Master's Degree is preferred and may enhance the candidate's qualifications for the role.

Experience:
Candidates should possess a minimum of 8 years of relevant field-based program management experience, with at least 3 years in a senior management capacity. This experience should include a strong background in project design, management, and evaluation, as well as experience in community development and partner capacity strengthening.

Languages:
Fluent written and oral English is required for this position, while proficiency in Arabic is preferred. This language capability is essential for effective communication with local partners and stakeholders.

Additional Notes:
The position is based in Jordan and may require travel up to 30%, including within Jordan and to JWBG. The role does not currently involve supervisory responsibilities.
