Job Overview:
The Shelter and Settlement Coordinator position at DRC Ukraine is pivotal in leading the Shelter, WASH, and Infrastructure (SWI) response aimed at assisting displacement-affected and conflict-affected populations. The role involves ensuring that these populations have access to safe, adequate, and dignified living conditions while also enhancing the resilience of the systems and services that support them. As the Shelter and Settlements Technical Coordinator (S&S TC), you will be responsible for setting the strategic direction of DRC’s shelter programming and ensuring its high-quality implementation. This includes providing technical leadership across all aspects of shelter programming, offering support and oversight to shelter teams, and developing technical documents and training materials as necessary. You will also play a crucial role in proposal development and capacity building, working closely with various stakeholders to ensure that the shelter response is effective and aligned with organizational priorities and humanitarian needs.

Required Qualifications:
To be successful in this role, candidates must possess a degree in civil engineering or an equivalent qualification, or have at least 7 years of relevant experience. Candidates should have experience in tendering and managing contracted work, as well as management experience in a construction context. Demonstrated skills in problem-solving, innovative thinking, and adaptability in challenging environments are essential. Candidates must also exhibit excellent analytical skills, a commitment to gender equality and equity, and the ability to apply humanitarian tools and standards in their work. Strong representation skills and excellent communication and report writing abilities are also required. Fluency in English (both written and spoken) is essential, and candidates should be willing to travel regularly to rural and remote project sites. The ability to work effectively in unstable security" style="border-bottom: 1px dotted #007bff !important;">security environments and under significant administrative and programming pressures is also necessary.
Educational Background:
Candidates are required to have a degree in civil engineering or a related field. Alternatively, candidates with extensive relevant experience (7+ years) in similar roles may also be considered. The educational background should provide a solid foundation in technical aspects of shelter and infrastructure programming, as well as an understanding of humanitarian principles and standards.
Experience:
Candidates should have a minimum of 5 years of working experience in similar roles, particularly in diverse and complex crisis contexts. This experience should include technical leadership in shelter programming, management of construction projects, and engagement with various stakeholders in humanitarian settings. Experience with large international organizations is desirable, as it demonstrates familiarity with the complexities of working in crisis-affected areas.
Languages:
Fluency in English (written and spoken) is mandatory for this position. Additionally, fluency in Ukrainian (written and spoken) is considered a desirable asset, as it would enhance communication and engagement with local communities and stakeholders.
Additional Notes:
The position is based in Kyiv, which is designated as a non-family duty station. The contract length is for 12 months, with the possibility of extension based on performance and the availability of funding after a successful completion of a 3-month probationary period. The position is classified as non-managerial and falls under Band F. The start date for this position is September 202

- Programme Quality and Technical Support: Providing technical guidance to program teams to ensure high-quality shelter programming and adherence to sector standards. Developing and improving technical tools, supporting problem-solving during implementation, and building staff capacity through regular field engagement. Promoting integrated programming across shelter, protection, economic recovery, and other relevant sectors.
- External Representation and Coordination: Representing DRC in relevant coordination forums and technical working groups, supporting donor engagement, advocacy initiatives, and resource mobilization efforts.
- Partnerships: Strengthening and expanding shelter partnerships in line with localization objectives and providing technical oversight and support to partners delivering shelter activities.
