Job Overview:
The Deputy Country Director – Program is a pivotal role within Relief International, responsible for providing strategic, programmatic, and operational leadership across the organization's portfolio in Sudan and Chad. This position is integral to the Senior Management Team, where the individual will oversee the quality, delivery, and growth of programs, ensuring that humanitarian and development interventions are impactful, compliant, and responsive to the evolving needs of the communities served. The role requires a proactive approach to program excellence, resource mobilization, and organizational performance, particularly in a complex and dynamic operating environment. The Deputy Country Director will work closely with country teams, global technical advisors, donors, and partners to drive the success of various initiatives, ensuring alignment with organizational priorities and donor requirements. This position also involves frequent travel (up to 50%) across Sudan and Chad, highlighting the need for adaptability and strong leadership skills in diverse settings.
Duties and Responsibilities:
The responsibilities of the Deputy Country Director – Program include providing strategic leadership and oversight of Relief International's multi-sector program portfolio, ensuring that all activities align with country strategies, organizational priorities, and donor requirements. The individual will lead program implementation, manage budgets, and oversee operational performance to guarantee high-quality, timely, and compliant delivery of interventions. Additionally, the role involves driving program development, fundraising, and partnership engagement through the creation of evidence-based concepts, proposals, and strategic initiatives. The Deputy Country Director will also strengthen Monitoring, Evaluation, Accountability, and Learning (MEAL) systems, quality assurance, and risk management frameworks to enhance program impact and accountability. Building and leading high-performing teams is essential, as is representing Relief International with donors, authorities, partners, and coordination forums. Regular travel within Sudan and to Chad is a requirement of this role, necessitating strong organizational and communication skills.
Required Qualifications:
Candidates for the Deputy Country Director – Program position must possess a Master’s degree in a relevant field or a Bachelor’s degree with equivalent professional experience. Substantial proven experience in providing senior leadership and program oversight within humanitarian and/or development contexts is essential. Strong experience working with institutional donors, including UN agencies, ECHO, US Government donors, the European Union, and FCDO, is required. Demonstrated expertise in program development, project management, coordination, strategic planning, and partnership management is also necessary. Experience overseeing multi-sector programs, particularly in areas such as Health and Nutrition, WASH, and Livelihoods, is highly desirable. Excellent leadership, interpersonal, communication, and external representation skills are critical, along with experience in managing and developing teams.
Educational Background:
The educational background required for this position includes a Master’s degree in a relevant field, which may encompass areas such as international development, public health, social sciences, or a related discipline. Alternatively, a Bachelor’s degree combined with equivalent professional experience in relevant sectors may be considered acceptable. The emphasis is on having a strong academic foundation that supports the strategic and operational demands of the role.
