Job Overview:
The Project Finance Officer plays a crucial role in the financial management of the JENGGALA project, which aims to enhance climate resilience through youth leadership and gender equality initiatives. This position is responsible for overseeing all financial functions within the Program Management Unit, ensuring that financial planning, monitoring, and reporting align with donor requirements and organizational policies. The officer will collaborate closely with various teams, including Program, Grants, Supply Chain Management, and People & Culture, to facilitate seamless project implementation. Additionally, the role involves providing financial guidance to local Implementation Partners, ensuring accountability and compliance across all project components. The Project Finance Officer will also be instrumental in conducting financial analyses, preparing budgets, and managing financial reporting to support effective decision-making within the project.

Duties and Responsibilities:
The duties and responsibilities of the Project Finance Officer include:

• Financial Management: Process and facilitate all project-related payments and fund transfers, monitor fund disbursements, ensure expenditures are authorized and supported by documentation, and maintain accurate financial records.
• Partner Management: Oversee financial management processes with Implementation Partners, manage the liquidation of advances, and prepare regular forecasts of project budget utilization.
• Planning, Budgeting, and Monitoring: Collaborate with project managers to establish budgets, prepare financial forecasts, and ensure compliance with donor agreements.
• Project Closure, Audits, and Risk Management: Conduct data cleansing in SAP prior to project closure, provide financial data for audits, and ensure all audit findings are resolved.
• Other Tasks: Support month-end and year-end financial closing processes, participate in project meetings, and perform other duties as assigned.
• Safeguarding: Ensure adherence to Plan International’s policies for safeguarding children and young people, gender equality, and inclusion.

Required Qualifications:
Essential qualifications for the Project Finance Officer include a Bachelor’s degree in Accounting, Finance, Business Administration, or Commerce, along with a minimum of 3 years of relevant post-qualification experience, preferably within international organizations or development agencies. Candidates must possess effective English language skills for professional communication, strong digital literacy with advanced proficiency in Microsoft Excel, and familiarity with accounting software. Prior experience with SAP is highly desirable, as is demonstrated experience in managing donor-funded projects and delivering financial capacity-building support to non-finance staff.

Educational Background:
The educational background required for this position includes a Bachelor’s degree in a relevant field such as Accounting, Finance, Business Administration, or Commerce. This foundational education is essential for understanding financial principles and practices necessary for effective project finance management.

Experience:
Candidates should have a minimum of 3 years of relevant post-qualification experience, ideally within international organizations, INGOs, or bilateral development agencies. Experience in managing donor-funded projects and providing financial support to non-finance staff is highly valued, as it demonstrates the ability to navigate complex financial environments and support diverse teams.

Languages:
Effective English language skills are mandatory for this position, both verbal and written, to facilitate professional communication. While not mandatory, proficiency in additional languages may be considered an asset, particularly if it enhances communication with local partners and stakeholders.

Additional Notes:
