Job Overview:
The Program Development Advisor for East Africa (PDA EA) plays a crucial role in supporting country programs to pursue funding opportunities aligned with the IRC’s Business Development Strategy. This position encompasses all phases of the business development process, from identifying opportunities to securing awards. The successful candidate will have a proven track record in humanitarian and development funding, working with various multilateral and bilateral donors such as BMZ, CDCS, DG ECHO, and others. The PDA will focus on business development for institutional donors in the East Africa region, which includes countries like Ethiopia, Kenya, Somalia, South Sudan, Sudan, and Uganda. Candidates with experience in these regions are particularly encouraged to apply, as they will bring valuable insights and connections to the role.
Duties and Responsibilities:
The PDA EA will be responsible for several key areas: Planning and Strategic Leadership (15% of the role) involves collaborating with country teams to identify and address their priorities in business development, gathering donor intelligence, and supporting donor engagement. The End-to-End Program/Proposal Development (60%) includes managing the full proposal lifecycle, from initial assessments to final submissions, ensuring compliance with solicitation documents, and coordinating inputs from various stakeholders. Donor and Partner Engagement (10%) focuses on increasing collaboration with local and regional partners, particularly women-led organizations, and representing the IRC in external engagements. Capacity Building and Training (10%) involves developing and delivering training related to business development and facilitating lessons learned sessions. Other Responsibilities (5%) include contributing to strategic initiatives and participating in special projects as needed.
Required Qualifications:
Candidates must possess experience in developing humanitarian and development proposals for NGOs, familiarity with the strategies and proposal processes of key government donors, and experience in collaborating with national and community-based partners. Strong budgeting skills for proposals, excellent communication and interpersonal skills, and the ability to work effectively in multicultural environments are essential. The ability to multi-task, prioritize effectively, and travel internationally is also required, along with fluency in English.
