Job Overview:
The Deputy Country Director for Programs (DCD-P) plays a crucial role in the strategic leadership and oversight of Solidarités International’s programs in Ukraine. Working closely with the Country Director, the DCD-P is responsible for ensuring the effective development, quality, and accountability of the organization's programs. This position requires a strong focus on design" style="border-bottom: 1px dotted #007bff !important;">program design and implementation, ensuring that all interventions are evidence-based, contextually adaptable, and sensitive to the ongoing conflict. The DCD-P is also tasked with ensuring coherence across all program activities and establishing adequate monitoring systems to deliver impactful responses. Furthermore, the DCD-P must ensure compliance with SI’s internal processes across HR, Finance, and Logistics, and actively contribute to the overall strategy of the mission.

Duties and Responsibilities:
The DCD-P will be responsible for a variety of duties, including but not limited to:

• Leading the strategic development of programs in alignment with SI’s mission and objectives.
• Overseeing the implementation of program activities across multiple bases, ensuring that they are executed effectively and efficiently.
• Collaborating with the Country Director to define and evolve the mission’s overall strategy.
• Ensuring that all programs are designed and implemented in a way that is responsive to the needs of the population and the context.
• Establishing and maintaining strong relationships with donors, partners, and other stakeholders to enhance SI’s visibility and external positioning.
• Managing and mentoring program staff, fostering a collaborative and inclusive work environment.
• Monitoring and evaluating program performance, making adjustments as necessary to improve outcomes.
• Ensuring compliance with all relevant regulations and standards, including those related to security" style="border-bottom: 1px dotted #007bff !important;">security and humanitarian principles.

Required Qualifications:
Candidates must possess a Master’s degree in humanitarian action, development, law" style="border-bottom: 1px dotted #007bff !important;">international law, or a related technical area pertinent to the humanitarian sector. Additionally, candidates should have at least 5 years of experience in the humanitarian sector, with 0-2 years in a similar leadership position. Strong technical skills in program development across multiple bases and sectors, as well as experience in external representation and partnership management, are essential. Candidates should also demonstrate the ability to establish strong working relationships with colleagues from diverse functions and cultures, possess an analytic mindset, and have training or experience in protection mainstreaming.

Educational Background:
A Master’s degree in a relevant field such as humanitarian action, development, international law, or any other technical area related to the humanitarian sector is required for this position. This educational background is crucial for understanding the complexities of humanitarian work and for effectively leading programs that address the needs of affected populations.

Experience:
The position requires a minimum of 5 years of experience in the humanitarian sector, with at least 0-2 years in a similar role. This experience should include leading program development across multiple bases and sectors, as well as managing teams and partnerships. Candidates should have a proven track record of working in challenging environments and adapting programs to meet the needs of diverse populations.

Languages:
Full proficiency in English is mandatory for this position. Knowledge of Ukrainian or Russian is considered a plus, as it would facilitate communication and engagement with local stakeholders and communities.

Additional Notes:
The position is a salaried role with a starting salary of EUR 3080 gross per month, which includes a base salary of EUR 2800 and a 10% annual leave allowance paid monthly. Additionally, there is a monthly Per Diem of USD 70

• SI covers accommodation costs and travel expenses between the expatriate's country of origin and the place of assignment. The contract is for a short-term duration of 12 months, with a desired start date of November 1, 202
• During the assignment, there is a system of alternation between work and time off, allowing for 7 working days off every three months, along with a USD 850 break allowance. Expatriates are provided with a comprehensive insurance package covering healthcare expenses, including medical, surgical, dental, and repatriation costs. Living conditions include accommodation in an individual apartment, with security validation required, and the option to stay in SI guest houses if preferred.
