The Climate and Clean Air Coalition (CCAC) is an international partnership convened by the United Nations Environment Programme (UNEP) that focuses on integrated climate and clean air solutions. The CCAC Secretariat is hosted by UNEP's Industry & Economy Division in Paris, France, and as of October 2023, it also provides secretariat services to the Global Methane Pledge. The CCAC-TEAP was established in 2023 as part of a pilot initiative to help countries identify and scale innovative SLCP mitigation solutions, producing evidence-based assessments to support governments in translating these opportunities into actionable investments. Job Overview:
The CCAC TEAP Behavioural Science Framework Consultant will play a crucial role in enhancing the impact and uptake of super pollutant mitigation technologies by applying principles of behavioural science and behavioural economics. The consultant will be responsible for developing a comprehensive report that identifies key behavioural barriers and opportunities that influence the adoption of these technologies across various sectors and contexts. This role involves creating a practical framework and diagnostic checklist that will be utilized in future CCAC-TEAP assessments and knowledge products. The consultant will work closely with TEAP Co-Chairs, Panel Members, the Secretariat, and external stakeholders to ensure that behavioural considerations are systematically integrated into technical, economic, and policy analyses, thereby improving the design, communication, and implementation of mitigation solutions. The consultant's work will be pivotal in addressing the challenges of technology adoption, which often lags behind predictions made by policy and financial analyses, despite the availability of technically proven and cost-effective solutions.

Duties and Responsibilities:
  • Develop a main report of approximately 25 pages that outlines a practical framework identifying and mapping behavioural barriers, adoption levers, and implementable programme designs, including communication strategies.
  • Prepare a presentation summarizing the behavioural framework for the Panel and the Secretariat.
  • Include case studies and sectoral references in the report to illustrate barriers, intervention archetypes, and enablers, particularly in developing and emerging economies.
  • Create a behavioural diagnostic tool or assessment template that can be used to define, understand, and act on barriers and enablers regarding the adoption and scaling of mitigation technologies.
  • Conduct consultations with relevant technology providers, implementers, and other stakeholders to ensure findings are accurate and grounded in the latest research and knowledge.
  • Collaborate with the Communications Team to design the report, including providing a list of necessary illustrations and graphics, and ensuring the accuracy of technical information presented.

Required Qualifications:
- A Master's-level university degree in behavioural science/economics, environmental psychology, environmental management, technology, sciences, or a related area is required. - A minimum of 4 years of professional and/or scientific experience related to behavioural science/economics in technology development and adoption is required. - At least 2 years of experience in research or practical implementation of understanding behavioural barriers, levers, and impacts in development projects or in collaboration with governments and implementers deploying climate and clean air mitigation solutions is required. - Proven experience in preparing reports or peer-reviewed publications on behavioural economics or environmental psychology, with references to three authored or co-authored works in the last 3 years. - Demonstrated ability to prepare and deliver presentations effectively. - Experience in producing clear, accessible, and concise scientific and technical reports for policymakers is essential. - Preferred experience includes working in and conducting research in developing countries and an understanding of various country contexts.

Educational Background:
Candidates must possess a Master's-level university degree in a relevant field such as behavioural science, economics, environmental psychology, environmental management, or related disciplines. This educational background is essential for understanding the complexities of behavioural science and its application to environmental issues and technology adoption.

Experience:
The position requires a minimum of 4 years of professional and/or scientific experience specifically related to behavioural science and economics in the context of technology development and adoption. Additionally, candidates should have at least 2 years of experience in research or practical implementation that involves understanding behavioural barriers and levers in development projects, particularly in collaboration with governmental and non-governmental entities focused on climate and clean air solutions.

Languages:
Fluency in English, both written and oral, is mandatory for this position. Knowledge of additional UN official languages is considered an asset, enhancing communication capabilities within the international context of the role.
