Job Overview:
The Finance and Administration Officer position is crucial for the effective management of the Pacific Country Office (PCO) in the Federated States of Micronesia (FSM), as well as the PCOs in the Republic of the Marshall Islands (RMI) and Palau. This role involves overseeing finance, administration, human resources, procurement, and security" style="border-bottom: 1px dotted #007bff !important;">security functions across these offices. The officer will ensure compliance with ADB policies, coordinate with internal and external partners, and provide leadership to junior staff. The position requires a proactive approach to managing daily operations, safeguarding assets, and ensuring efficient service delivery. The officer will also play a key role in financial management, risk control, and administrative operations, contributing to the overall mission of ADB in the region.
Duties and Responsibilities:
Required Qualifications:
Candidates must possess a Bachelor's degree in business administration, accounting, economics, or a related field, with advanced training preferred. A minimum of 8 years of relevant experience in financial accounting, procurement, and personnel management is required, preferably in multilateral development banks or similar organizations. Proficiency in digital tools and systems for administrative and financial processes is essential, along with knowledge of local government administrative systems. Candidates should demonstrate experience in building relationships in a multicultural environment and improving processes.
Educational Background:
A Bachelor's degree in business administration, accounting, economics, or a related field is required. Advanced training in these areas is preferred, indicating a higher level of expertise and knowledge relevant to the position.
Experience:
The position requires at least 8 years of relevant experience in financial accounting, institutional procurement, general office administration, and personnel management. Experience in multilateral development banks or similar international organizations is highly desirable, as it provides a context for understanding the complexities of the role.
Languages:
Fluency in English is mandatory, as it is the primary language of communication within ADB. Knowledge of additional languages relevant to the Pacific region may be considered an asset, enhancing communication with local stakeholders and partners.
Additional Notes:
This is a fixed-term appointment with the possibility of renewal, initially for a period of up to 3 years. The position is open to nationals and permanent residents residing in the Federated States of Micronesia and ADB member countries in the Pacific region. The role offers a local remuneration package, and ADB provides a comprehensive benefits package including retirement plans, medical benefits, paid leave, and staff development opportunities. The appointment is not convertible to a regular position, and there is no limit to the number of renewals up to the Normal Retirement Date (NRD).

- Administration & Operations: Oversee the maintenance of office premises, vehicles, and communication systems. Manage administrative records and contracts for services. Guide administrative staff to ensure efficient operations.
- HR & Team Leadership: Maintain personnel records and provide HR support in recruitment and training. Contribute to recruitment processes and manage junior staff to ensure compliance and professional growth. Administer procurement of goods and services and oversee contracts with service providers. Build relationships with ADB departments, government agencies, and external organizations. Coordinate with security bodies to ensure staff safety.
