Job Overview:
The Food Assistance Program Manager II will manage and provide technical oversight for the development and implementation of the Sudan Country Program's food assistance and cash programming, particularly under the RAPID grant. This role is crucial in ensuring that effective systems and processes are in place to support high-quality programming that aligns with Catholic Relief Services' mission of serving the poor and vulnerable. The manager will be responsible for ensuring that the food assistance projects are designed, implemented, and closed out in accordance with CRS quality principles, donor guidelines, and industry best practices. The required qualifications for this position include:
Educational Background:
Candidates must possess a Bachelor’s Degree in International Development, International Relations, or a related field focused on humanitarian food security. A Master's Degree is preferred and may enhance the candidate's qualifications for the role.
Experience:
The position requires a minimum of 5 years of relevant field-based project management experience, with a strong preference for candidates who have at least 3 years of experience specifically in food security and/or cash programming. Experience in the Sudan context is highly desirable, as it provides valuable insights into the local challenges and operational environment.
Languages:
Fluency in English is required for this position, while proficiency in Arabic is considered a desirable asset. This bilingual capability will enhance communication and engagement with local communities and stakeholders.
Additional Notes:
The role is based in Tawila, North Darfur, with an expectation of up to 70% travel within the Darfur region. The position includes supervisory responsibilities for two Food Assistance Project Managers. - Providing management, guidance, and technical oversight for in-kind food assistance and cash transfers for the Sudan RAPID project, ensuring alignment with CRS quality standards and donor guidelines.
- Managing and supervising food assistance staff, fostering team dynamics and staff well-being through coaching and performance management.
- Leading the development of program learning by identifying opportunities for research and publications in food assistance and cash transfers, and facilitating the dissemination of best practices.
- Contributing to the growth of the food security portfolio by pursuing new funding opportunities in line with strategic priorities.
- Serving as the technical lead for proposal writing to ensure high-quality submissions that meet agency and donor standards.
- Overseeing emergency technical assistance and capacity strengthening activities for staff and partners to enhance program quality.
- Managing project expenditures in accordance with financial plans and ensuring efficient use of resources.
- Identifying and strengthening partnerships relevant to food assistance and cash transfers, applying appropriate partnership concepts and tools.
Required Qualifications:
The required qualifications for this position include:
- A Bachelor’s Degree in International Development, International Relations, or a related field in humanitarian food security. Additional relevant experience may substitute for some educational requirements.
- A minimum of 5 years of field-based project management experience, with at least 3 years in food security and/or cash programming.
- Experience working in the Sudan context is preferred.
- Proven experience in managing moderately complex projects is essential.
