Job Overview:
The National Legal Officer position is a critical role within the OSCE Mission to Bosnia and Herzegovina, specifically in the field office located in Mostar. The successful candidate will be one of four National Legal Officers, working closely with other legal professionals to monitor and analyze domestic legislation. This position requires providing both written and oral legal advice on various legislative issues, ensuring compliance with international human rights standards, and supporting the mission's objectives in promoting human rights. The role involves significant interaction with Field Officers and Programmatic Advisors, as well as senior staff, to ensure that legal assessments inform the mission's strategies and actions effectively. The National Legal Officer will also be responsible for identifying key legal issues and human rights concerns, which are essential for planning appropriate responses and advocacy steps.

Duties and Responsibilities:
The National Legal Officer will undertake a variety of tasks, including:

• Analyzing legal issues related to human rights as directed by supervisors, focusing on civil law, administrative law, and laws concerning social protection and anti-discrimination.
• Supervising and coordinating the work of National Programme Officers in monitoring human rights issues.
• Providing comprehensive oral and written feedback on human rights issues, including advice on individual cases.
• Engaging with international and domestic organizations to represent the mission's position and ensure coordination.
• Performing additional related duties as required to support the mission's objectives.

Required Qualifications:
Candidates must possess a first-level University Degree in Law (LLB), ideally with a Bar Examination passed. A minimum of four years of professional experience in the domestic legal system is required, particularly in human rights work. Alternatively, candidates with eight years of relevant work experience may be considered if they do not hold the first-level university degree. Candidates should demonstrate an established ability to interpret and apply legislation, possess knowledge of European and international human rights conventions, and be proficient in using Microsoft applications. Professional fluency in English and local languages is essential, along with excellent communication skills, both oral and written. A valid driving license is also required.

Educational Background:
The educational requirement for this position is a first-level university degree in Law (LLB). Candidates who have passed the Bar Examination will be preferred. The educational background should provide a solid foundation in legal principles, particularly those related to human rights and domestic legislation.

Experience:
The position requires a minimum of four years of professional experience in the legal field, specifically within the domestic legal system. Candidates with extensive experience in human rights work will be highly regarded. Alternatively, candidates with eight years of relevant work experience may be considered in lieu of the first-level university degree. This experience should demonstrate the ability to analyze legal issues and provide sound legal advice.

Languages:
Professional fluency in English is mandatory, along with proficiency in local languages. Excellent communication skills, both oral and written, are essential for effectively conveying legal advice and engaging with various stakeholders.

• The position is full-time and is open only to citizens and permanent residents of Bosnia and Herzegovina. The monthly remuneration is 4,205 BAM, subject to social security deductions, and includes participation in the Cigna health insurance scheme. Appointments are typically made at Step 1 of the OSCE salary scale, with the possibility of higher initial appointments in exceptional cases.
