The Food and Agriculture Organization of the United Nations (FAO) was established to contribute to the achievement of the 2030 Agenda through its Strategic Framework. The organization focuses on transforming agrifood systems to be more efficient, inclusive, resilient, and sustainable. The FAO Subregional Office for the Pacific Islands (SAP) was established in 1996 in Samoa and coordinates FAO's work across 14 Pacific Island nations, including Cook Islands, Fiji, Federated States of Micronesia, Kiribati, Nauru, Niue, Palau, Republic of the Marshall Islands, Samoa, Solomon Islands, Tonga, Tuvalu, Vanuatu, and Tokelau. The SAP is responsible for developing and overseeing programs that address security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">food security, nutrition, agriculture, and rural development, with a focus on gender, climate change adaptation, and anticipatory action as cross-cutting issues. The organization maintains relations with various institutions and entities across the subregion to enhance its impact and effectiveness.
Job Overview:
The National Climate Change Planning Specialist will play a crucial role in supporting the development of Samoa's Readiness Needs Assessment (RNA) and stakeholder capacity building. This position involves working closely with the project’s Lead Technical Officer (LTO) and other colleagues to ensure that the project aligns with national climate change planning processes. The specialist will be responsible for facilitating communication between relevant government departments and supporting the National Designated Authority (NDA) throughout the project implementation. The role requires a proactive approach to engage with stakeholders and contribute to the development of a project concept note for a potential Green Climate Fund (GCF) project aimed at enhancing resilience to climate change impacts in Samoa. The specialist will also monitor and report on climate change developments and ensure that project activities are coordinated with relevant initiatives.
Duties and Responsibilities:
The duties and responsibilities of the National Climate Change Planning Specialist include: collecting, reviewing, and analyzing Samoa's policy and regulatory frameworks related to climate change; organizing analyses on private sector engagement in climate action; supporting the drafting of concept notes and terms of reference for vendors; contributing to the co-design and visioning process for GCF projects; monitoring and reporting on climate change developments; drafting Back-to-Office Reports and meeting proceedings; supporting the implementation of the results framework and monitoring plans; synthesizing literature and supplementary information; coordinating with the NDA Secretariat and other key stakeholders; drafting meeting minutes; planning and organizing stakeholder meetings and workshops; and supporting capacity development workshops for government officials and representatives from other entities.
Required Qualifications:
Candidates must possess a university degree in climate change, environmental science, agronomy, horticulture, agricultural engineering, social science, or a closely related field. Additionally, a minimum of three years of proven experience in climate change adaptation, planning, policy, and programs is required. Candidates must also have a working knowledge of English and be nationals of Samoa. FAO core competencies such as results focus, teamwork, communication, building effective relationships, and knowledge sharing are essential for this role.
Educational Background:
The educational background required for this position includes a university degree in a relevant field such as climate change, environmental science, agronomy, horticulture, agricultural engineering, or social science. The degree must be from an institution accredited or recognized in the World Higher Education Database (WHED).
Experience:
The position requires a minimum of three years of proven experience in climate change adaptation and planning, policy, and programs. Candidates should have extensive experience in nutrient management, system design and engineering, environmental control, crop and substrate management, and facility operation and data management. Experience working with international organizations and managing climate change and health projects is also essential, along with a good understanding of the situation in Samoa and familiarity with Pacific Small Island Developing States.
Languages:
A working knowledge of English is mandatory for this position. Proficiency in additional languages may be considered an asset but is not explicitly required.
