Job Overview: The consultant will play a crucial role in the design, customization, configuration, and operationalization of the electronic Gender-Based Violence Information Management System (GBVIMS+) database. This position requires a deep understanding of standardized tools, indicators, workflows, and protocols as approved by the GBVIMS Technical Working Group. The consultant will be expected to execute technical tasks across three core pillars: System Technical Customization & Alignment, Coordination & security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">Information Security, and Capacity Building & Handover. The successful candidate will be responsible for delivering a series of reports and system configurations that will enhance the management of GBV data and ensure the safety and anonymity of survivors. The work will involve collaboration with various stakeholders and adherence to ethical standards in data management.
Duties and Responsibilities:
System Technical Customization & Alignment: Conduct standard intake mapping, integrate classification tools, optimize the minimum data set, and program the indicator bank.
Coordination & Information Security: Implement anonymization techniques, establish safety guardrails, and create horizontal inter-agency pathways for data sharing.
Capacity Building & Handover: Provide training to users, support system rollout, and develop comprehensive documentation for future reference.
Deliverables include an inception report with a detailed work plan and architectural mapping, a beta configuration of the digital intake and ID generator, a functional reporting backend for the integrated indicator module and dashboard, and final handover documentation including training guides.
Required Qualifications:
Advanced degree in Information/Computer Science, Statistics, or a related field.
Minimum of 7 years of experience in developing data systems, with a strong emphasis on GBV data management.
Proficiency in Linux/DevOps and Ansible, with demonstrated mastery of survivor-centered approaches and the 'Do No Harm' principle in digital contexts.
Proven experience navigating Zimbabwe's data policy frameworks and working within multi-sectoral institutional environments.
Educational Background: Candidates must possess an advanced degree in Information/Computer Science, Statistics, or a related field. This educational background is essential for understanding the complexities of data management systems and ensuring the effective implementation of GBVIMS+.
Experience: The position requires a minimum of 7 years of relevant experience in developing data systems, particularly in the context of gender-based violence. Candidates should have a strong technical background and proven expertise in GBV data management, as well as experience working within Zimbabwe's data policy frameworks.
Languages: Excellent communication skills in English are mandatory. Proficiency in Shona and/or Ndebele is also required, as these languages are essential for effective communication with local stakeholders and communities.
