Job Overview:
The Community Mobilization Consultant position is part of the Beira Mayors Challenge initiative in Mozambique, which aims to engage local communities in sustainable development practices. The consultant will be responsible for mobilizing community members, facilitating discussions, and promoting active participation in local governance and development projects. This role requires a deep understanding of community dynamics and the ability to foster collaboration among diverse stakeholders. The consultant will work closely with local authorities, community leaders, and residents to identify needs, develop strategies, and implement solutions that align with the goals of the Beira Mayors Challenge. The position demands strong communication skills, cultural sensitivity, and a commitment to empowering communities through participatory approaches.

Duties and Responsibilities:
The consultant will be tasked with several key responsibilities, including but not limited to:

• Conducting community assessments to identify needs and priorities.
• Organizing and facilitating community meetings and workshops to encourage participation and gather input.
• Developing and implementing community mobilization strategies that align with the objectives of the Beira Mayors Challenge.
• Collaborating with local government officials and stakeholders to ensure alignment of community initiatives with local policies and programs.
• Providing training and capacity-building support to community leaders and members to enhance their skills in advocacy and participation.
• Monitoring and evaluating the effectiveness of community mobilization efforts and making recommendations for improvement.
• Reporting on progress and outcomes to UNDP and other stakeholders as required.
• Ensuring that all activities are conducted in a culturally sensitive manner and respect local customs and traditions.

Required Qualifications:
Candidates must possess a strong background in community development, social sciences, or a related field. Proven experience in community mobilization, stakeholder engagement, and participatory approaches is essential. The consultant should demonstrate excellent interpersonal and communication skills, with the ability to work effectively in diverse cultural settings. Familiarity with the local context in Mozambique, particularly in Beira, is highly desirable. Additionally, candidates should have a track record of successfully implementing community-based projects and initiatives.

Educational Background:
A minimum of a bachelor's degree in social sciences, community development, public administration, or a related field is required. A master's degree in a relevant discipline would be an advantage. Candidates should also have relevant certifications or training in community mobilization or participatory development methodologies.

Experience:
The position requires at least 3-5 years of professional experience in community mobilization, development projects, or related fields. Experience working with local governments, NGOs, or international organizations in Mozambique or similar contexts is highly preferred. The consultant should have a demonstrated ability to engage with community members and facilitate participatory processes effectively.

Languages:
Fluency in Portuguese is mandatory, as it is the primary language of communication in Mozambique. Knowledge of Ndau and/or Sena languages is considered an advantage, as these languages are spoken in the Beira region and can enhance communication with local communities.

Additional Notes:
This position is for an individual contractor and is expected to be full-time. The contract duration and specific terms will be discussed during the selection process.
