Job Overview:
The Senior Advisor – Counter-Terrorism position at UNOPS is designed to support the activities of the EU-UN Global Terrorism Threats Facility. The selected candidate will work closely with experts from the Roster and undertake short-term assignments, potentially including field deployments, based on the needs of the Facility or Member States. This role requires high-level strategic, operational, and advisory support to enhance Member States' counter-terrorism capabilities within their national law enforcement structures. The incumbent will collaborate with national authorities to improve the effectiveness and coordination of responses to terrorism threats, ensuring that human rights standards and accountability principles are integrated into all activities.
Duties and Responsibilities:
The Senior Advisor will lead comprehensive assessments of national law enforcement capacities related to counter-terrorism, identifying operational gaps and priority areas for intervention. They will design, implement, and oversee targeted technical assistance and capacity-building initiatives aimed at strengthening the operational readiness and resilience of national law enforcement entities. The role includes providing high-level strategic advice and mentorship to senior law enforcement officials, developing operational policies and guidelines for counter-terrorism responses, and delivering advanced training to senior officers and specialized units. Additionally, the advisor will prepare high-quality written outputs, including analyses, presentations, and training materials, ensuring that all activities reflect human rights standards and gender-sensitive approaches.
Required Qualifications:
Candidates must possess an advanced university degree (master's or equivalent) in security" style="border-bottom: 1px dotted #007bff !important;">security studies, international relations, public administration, or a related field, along with ten years of relevant experience. Alternatively, a first-level university degree (bachelor's or equivalent) with twelve years of relevant experience is acceptable. Graduation from a police or gendarmerie senior staff college is also required. Relevant experience should include holding senior command positions in law enforcement institutions and working on counter-terrorism efforts, preferably in an international context.
Educational Background:
The educational requirements for this position include an advanced university degree (master's degree or equivalent) in fields such as security studies, international relations, or public administration, along with significant relevant experience. A first-level university degree (bachelor's degree or equivalent) is acceptable if accompanied by additional years of relevant experience. Graduation from a senior staff college in police or gendarmerie is mandatory.
Experience:
Candidates should have relevant experience defined as holding senior command positions, preferably at the rank of police superintendent or colonel, in operational roles within law enforcement institutions contributing to national counter-terrorism efforts. A minimum of five years of experience working on counter-terrorism, ideally in an international policing context, is required. Expertise in building operational law enforcement capacity while ensuring compliance with international laws and human rights standards is essential. Experience working internationally with law enforcement organizations and in multilateral or regional organizations is desired, as well as experience in post-conflict or complex settings.
Languages:
Fluency in English is required, with French and Spanish being desirable. Proficiency in Arabic, Russian, and Mandarin Chinese is also considered beneficial for this role, enhancing communication and collaboration with diverse stakeholders.
Additional Notes:
The position is a retainer contract with a duration until December 2026, with the possibility of extension. It is a senior-level position (ICS 12) and is home-based. Candidates must complete mandatory courses prior to providing services to UNOPS, which take approximately four hours to complete, and will not receive compensation for this training.
