Job Overview:
The position of Resident Advisor in Financial Sector Regulation and Supervision at the IMF's METAC in Beirut, Lebanon, is a long-term contractual assignment aimed at enhancing the financial sector regulation and supervision capacities of member countries. The advisor will play a crucial role in assisting countries in developing their regulatory frameworks, particularly focusing on banks and non-bank financial institutions. This position requires a proactive approach to capacity development, responding to requests from member countries, and delivering technical assistance (TA) and training. The advisor will collaborate with the Monetary and Capital Markets (MCM) Department of the IMF and engage with local supervisors to implement improvements in financial sector regulation and supervision. The role also involves conducting workshops, seminars, and training sessions to build the skills and knowledge of local stakeholders, ensuring that the advice provided aligns with IMF policies and international standards.

Duties and Responsibilities:
The Resident Advisor will have a comprehensive set of duties and responsibilities, including: responding to capacity development requests from METAC member countries; coordinating with MCM regarding TA requests related to non-bank financial institutions; managing and delivering TA on financial sector regulation and supervision; preparing necessary documents for MCM internal review; evaluating the status of financial sector regulation and making recommendations for improvements; advising on legislative and regulatory steps to enhance financial sector supervision; supporting countries in implementing the Basel Framework and other international standards; advising on licensing systems and conducting consolidated supervision; facilitating domestic and cross-border supervisory cooperation; implementing risk-based supervision; providing on-the-job training to local supervisors; conducting workshops and seminars; keeping MCM updated on major developments; and leading annual work planning and budgeting for METAC's capacity development program.

Required Qualifications:
Candidates for the Resident Advisor position must possess a range of qualifications, including: at least seven years of experience in a financial sector supervisory agency; a deep understanding of international standards for banking regulation and supervision; experience in delivering technical assistance in this field; a degree in economics, finance, accounting, or a related area; excellent interpersonal skills to work effectively with senior policymakers and lead teams; strong verbal and written communication skills in English, with proficiency in French or Arabic being advantageous; and good organizational and time management skills to balance demands from member countries and responsibilities from MCM and METAC.

Educational Background:
The educational background required for this position includes a degree in economics, finance, accounting, or a related field. This academic foundation is essential for understanding the complexities of financial sector regulation and supervision, as well as for effectively delivering technical assistance and training to member countries.

Experience:
The ideal candidate should have a minimum of seven years of relevant experience working in a financial sector supervisory agency. This experience should include a thorough understanding of international standards for banking regulation and supervision, as well as practical experience in implementing these standards at either a national or international level. Expertise in delivering technical assistance in the financial sector is considered an advantage.

Languages:
Proficiency in English is mandatory, with very strong verbal and written communication skills required. Additionally, knowledge of French or Arabic is highly desirable, as it will facilitate effective communication and training activities with stakeholders in the region.

This position is a long-term contractual assignment with an initial term of twelve months, with the possibility of extension typically up to three to five years based on performance and funding availability. The role is full-time and involves travel to member countries or providing remote assistance as needed.
