Job Overview:
The National Health Expert Consultant will play a crucial role in the Nature for Health (N4H) initiative, which aims to mitigate the risk of zoonotic diseases and future pandemics by addressing the underlying factors that contribute to these health threats. The consultant will be responsible for providing technical expertise in public health, epidemiology, and disease surveillance, focusing on the interconnections between human health and environmental factors. This position requires a comprehensive understanding of One Health governance and the ability to assess and analyze health risks associated with biodiversity loss and ecosystem degradation. The consultant will engage with various stakeholders, including health, environment, and agricultural sectors, to ensure a collaborative approach to health risk assessment and management. The ultimate goal is to develop an investment-ready N4H Implementation Project Document that reflects public health priorities and effectively addresses zoonotic disease risks.
Duties and Responsibilities:
The consultant's duties will include conducting health-risk assessments and systems analysis, reviewing public health policies and surveillance systems, and contributing to the identification of zoonotic disease risks and vulnerable populations. The consultant will also facilitate stakeholder mapping and consultations, engage with cross-sectoral actors, and contribute to systems mapping and baseline assessments. Additionally, the consultant will provide technical inputs to the N4H Scoping Process Report and Implementation Project Document, ensuring technical quality assurance and documentation of lessons learned. Recommendations for strengthening One Health governance in Angola will also be part of the consultant's responsibilities, along with ensuring that community health considerations are integrated into the risk analysis and stakeholder consultations.
Required Qualifications:
Candidates must possess a strong background in public health, epidemiology, or a related field, with demonstrated expertise in zoonotic diseases and health governance. A thorough understanding of the One Health approach is essential, along with experience in health-risk assessment and systems analysis. The consultant should have excellent analytical and communication skills, with the ability to engage effectively with diverse stakeholders. Familiarity with biodiversity and ecosystem issues, as well as experience in project management and implementation, will be highly advantageous. The consultant should also be capable of working independently and collaboratively in a dynamic environment.
Educational Background:
A Master's degree in Public Health, Epidemiology, Environmental Health, or a related field is required. A PhD or equivalent advanced degree in a relevant discipline will be considered an asset. Additional certifications or training in One Health, zoonotic diseases, or related areas will be beneficial.
Experience:
The position requires a minimum of 5 years of relevant professional experience in public health, epidemiology, or a related field. Experience working on projects related to zoonotic diseases, health governance, or environmental health is highly desirable. Familiarity with the UN system and experience in international development contexts will be an advantage. The consultant should have a proven track record of engaging with stakeholders across sectors and successfully contributing to health-related projects.
Languages:
Fluency in English is mandatory, both written and spoken. Proficiency in Portuguese is highly desirable, given the local context of Angola. Knowledge of additional languages relevant to the region may be considered an asset.
Additional Notes:
The consultancy will be home-based, with periodic in-person meetings in Luanda and travel to selected provinces as required. The assignment is expected to last for 182 working days over a period of 10 months from the date of contract signature. This position is classified as an individual contractor role, and candidates must submit their proposals through the UNDP supplier portal by the specified deadline. The consultant will be expected to provide technical leadership and expertise throughout the N4H scoping process, ensuring that all public health priorities and considerations are adequately addressed.
