Job Overview:
The Regional Finance Manager plays a pivotal role within both the International Finance and Africa Regional teams. This position is responsible for overseeing the financial management function for the regional portfolio and ensuring the effective management of the Africa award portfolio. The Manager is expected to advance strategies and initiatives that align with Mercy Corps' internal policies, procedures, and donor regulations. Reporting directly to the Regional Finance Director, Africa, the Manager collaborates with various stakeholders to optimize financial resources across programs and departments, thereby fostering efficiency and effectiveness in financial management. This role is critical in supporting the financial performance of the regional portfolio, identifying risks and opportunities, and ensuring compliance with financial best practices.

Duties and Responsibilities:
The duties and responsibilities of the Regional Finance Manager include:
  • Portfolio Financial Management Oversight: Support the Regional Finance Director in monitoring the financial performance of the regional portfolio, identifying weaknesses, strengths, risks, and opportunities. Collaborate with Country Finance Directors and Managers to ensure consistent financial management practices. Strengthen risk management processes and develop mitigation strategies to safeguard financial integrity. Contribute to financial policy discussions and assist in the annual planning and budgeting process.
  • Awards Financial Management Support: Assist regional and country teams during start-up and major events, including the development of budgets and financial monitoring tools. Oversee donor report preparation and submission, ensuring compliance with donor requirements. Analyze financial forecasting processes to enhance Budget vs. Actual management. Support billing and invoicing processes to ensure timely billing to donors.
  • Recruitment and Capacity Building: Support the recruitment and onboarding of Finance leads across the region. Develop finance capacity within regional and country office teams through training and mentorship. Provide training for finance and program staff on financial management practices.
  • Supervisory Responsibilities: May include supervisory responsibilities as needed, ensuring accountability and effective team management.

Required Qualifications:
The position requires a Bachelor’s Degree in Accounting or Finance, with a Master’s Degree, CPA, or equivalent being a plus. Candidates should have at least 7+ years of progressive financial management experience at the international level, particularly within an INGO context. Experience in complex and fast-paced environments is essential, along with excellent leadership and communication skills. The ability to manage and motivate teams effectively is crucial, as is the proven ability to work collaboratively with diverse stakeholders. Knowledge of donor regulations and experience managing multi-country financial operations are highly desirable.

Educational Background:
Candidates must possess a Bachelor’s Degree in Accounting or Finance. A Master’s Degree or CPA certification is preferred, indicating a higher level of expertise in financial management and accounting principles. This educational background is essential for understanding the complexities of financial operations within an international organization.

Experience:
The ideal candidate should have a minimum of 7 years of international level progressive financial management experience, particularly in field-level or overseas roles within an INGO. Experience in managing financial operations in complex environments, including emergency settings, is highly valued. The candidate should demonstrate a strong ability to deploy to various locations as needed, showcasing adaptability and resilience in challenging circumstances.

Languages:
Fluency in English and French is required for this position, as effective communication in both languages is essential for collaboration with diverse teams and stakeholders. Proficiency in additional languages may be considered an asset, enhancing the candidate's ability to engage with various communities and partners.

Additional Notes:
This position may require travel up to 10% of the time. The role is full-time and may involve supervisory responsibilities.
