Job Overview:
The Administration and Finance Associate (AFA) will play a crucial role in supporting the Project Manager by providing administrative and financial management functions essential for the effective implementation of the project. This position requires a proactive approach to ensure that all project activities are executed efficiently and in compliance with UNDP guidelines. The AFA will assist in the preparation of necessary documentation for HR and procurement plans, maintain accurate financial records, and support the organization of workshops and meetings. The role also involves monitoring financial delivery, preparing work plans, and ensuring compliance with donor requirements. The AFA will contribute to knowledge sharing and capacity building within the project, making it vital for the success of the initiatives undertaken by UNDP.

Duties and Responsibilities:
The AFA will be responsible for a variety of tasks, including but not limited to: assisting the Project Manager in implementing HR and procurement plans, maintaining financial and personnel records, drafting correspondence related to procurement and recruitment, organizing workshops and training sessions, providing logistical support for Project Board Meetings, and maintaining a filing system for project documents. Financial management duties include tracking financial progress, preparing annual and quarterly work plans, monitoring budget expenditures, assisting in project audits, and providing training to implementing partners on financial management. The AFA will also ensure that Gender Equality and Social Inclusion (GESI) considerations are integrated into project activities and budgets, and will support knowledge sharing and capacity building relevant to the project.

Required Qualifications:
Candidates must possess a secondary education with specialized certification in accounting and/or finance. A university degree in finance or accounting is desirable, and part-qualified accountants from internationally accredited institutes will have an advantage. Fully qualified accountants or those who have completed the UNDP Finance Training and Certification Programme (FTCP) are preferred. Candidates without professional accountancy qualifications but with relevant degrees or experience must complete the FTCP if recruited. Additionally, candidates must have a minimum of 6 years of relevant work experience with a high school diploma or 3 years with a bachelor’s degree in finance and accounting at the national or international level.

Educational Background:
The educational requirements for this position include a secondary education with specialized certification in accounting and/or finance. A university degree in finance or accounting is highly desirable. Candidates who are part-qualified accountants from an internationally accredited institute will have a distinct advantage. Those without professional accountancy qualifications but with degrees majoring in accountancy and/or finance must complete the UNDP Finance Training and Certification Programme if recruited. Candidates with relevant experience may also be considered, provided they undertake the UNDP Accountancy and Finance Test before shortlisting.

Experience:
The position requires a minimum of 6 years of progressively responsible finance and accounting experience at the national or international level for candidates with a high school diploma, or 3 years for those with a bachelor’s degree. Experience in the use of office software packages, particularly advanced knowledge of spreadsheets and web-based management systems, is essential. Candidates should also have a proven track record of knowledge in IPSAS and/or IFRS, and experience working with multiple partners such as government agencies, NGOs, and UN organizations is desired.

Languages:
Fluency in English and Nepali is required for this position. Proficiency in additional languages may be considered an asset but is not mandatory.
