Job Overview:
The Clinical Program Manager position at the IRC is pivotal in launching a new Early Intervention (EI) Specialty Mental Health Services (SMHS) program in collaboration with the Alameda County Behavioral Health Department (ACBHD). This role is integral to implementing and operationalizing ACBHD’s established EI model, which includes activating clinical operations, establishing Medi-Cal billing infrastructure, and enhancing IRC’s capacity to provide high-quality early intervention behavioral health services in Alameda County. The Clinical Program Manager will lead program management, clinical services, and compliance efforts to ensure the delivery of trauma-informed care to clients with early-stage mental health needs. This position requires a combination of strategic planning and hands-on oversight of billing, documentation quality, staff supervision, and community partnerships, all while adhering to the regulatory framework set forth by ACBHD’s EI model and Medi-Cal requirements. The ideal candidate will possess a strong background in mental health services, program management, and a commitment to equitable access and care for underserved communities.

Duties and Responsibilities:
The Clinical Program Manager will be responsible for a comprehensive set of duties, including:

• Program Management & Launch: Collaborate with senior leadership to implement the EI SMHS program in alignment with ACBHD’s EI model, including staffing, service workflows, and documentation systems. Establish and maintain program policies and operational infrastructure compliant with BHSA regulations and ACBHD contracting requirements. Monitor program performance against ACBHD productivity standards and ensure compliance with Medi-Cal billable services thresholds. Drive continuous quality improvement and sustainable program growth.
• Medi-Cal Billing, Compliance & Quality Assurance: Work with the Finance team to ensure accurate use of HCPCS codes and compliance with Medi-Cal SMHS documentation standards. Conduct regular audits of case files and billing records, and collaborate with finance and compliance teams to resolve discrepancies.
• Staff Supervision & Clinical Oversight: Supervise program staff, including ASWs and MHRS, providing clinical oversight of assessments and treatment plans. Ensure compliance with Medi-Cal standards and support staff development through training and coaching.
• Funder & Partner Relations: Coordinate with ACBHD staff on EI model requirements and maintain relationships with community providers and managed care organizations. Participate in external coalitions and stakeholder meetings on behalf of IRC.
• Direct Services: Maintain a small caseload as needed to support program objectives.

Required Qualifications:
The position requires the following qualifications:

• Active and unrestricted licensed Clinical Social Worker (LCSW) in good standing with the California Board of Behavioral Sciences (BBS).
• Eligibility to be an approved clinical supervisor in California, with at least 2 years of licensure in the state.
• A minimum of 2 years of post-licensure experience providing clinical mental health services, preferably within a Medi-Cal setting.
• At least 2 years of supervisory experience and 1 year of program management experience.
• Demonstrated experience in new project development and implementation is preferred.

Educational Background:
Candidates must possess an active and unrestricted Clinical Social Worker (LCSW) license in California. The educational background should include a Master’s degree in Social Work or a related field, with a focus on clinical practice and mental health services.

Experience:
The ideal candidate should have a minimum of 2 years of post-licensure experience in providing clinical mental health services, particularly within a Medi-Cal environment. Additionally, candidates should have at least 2 years of experience supervising staff and 1 year of experience managing programs, with a preference for those who have experience in new project development and implementation.

Languages:
Fluency in English is required for this position. Bilingual candidates are preferred, especially those who can speak Spanish, Arabic, Dari, Tigrinya, or other languages commonly spoken by the refugee and immigrant communities in Alameda County.

Additional Notes:
This position offers a competitive salary range of $95,642 to $100,079 per year, depending on various factors such as labor market conditions, job type, and individual candidate experience.
