Allied Land Command (LANDCOM) HQ serves as the Theatre Land Component and Land Advocate for NATO, responsible for coordinating and synchronizing NATO and Partner Land Forces. The organization focuses on enabling land domain readiness, interoperability, standardization, and competency. LANDCOM is prepared to deploy headquarters elements to provide planning, coordination, and command capabilities to Allied forces. The G8 Directorate within LANDCOM is tasked with drafting, managing, and executing budgets for the HQ and supported entities, providing financial advice, and maintaining situational awareness of financial and contractual aspects in the planning process. The Finance and Accounting Branch (FAB) offers accounting services and financial management to the HQ and its supported entities, ensuring all financial transactions are authorized and recorded accurately. Job Overview:
The Staff Assistant (Disbursing) plays a crucial role in the financial operations of the Allied Land Command by managing the receipt, safeguarding, and disbursement of funds, whether in cash or through bank accounts. This position requires meticulous record-keeping of all transactions and adherence to financial protocols. The incumbent will be responsible for requisitioning funds to meet financial requirements, executing payments and receipts as authorized by the Finance & Accounting Branch, and maintaining both local and foreign bank accounts. The role also involves interaction with local banks and governmental offices for various financial obligations, including social security" style="border-bottom: 1px dotted #007bff !important;">security premiums and taxes. The Staff Assistant must ensure that all disbursing records are maintained for audit purposes and that current and historical documents are properly filed. This position is essential for the smooth operation of the Finance Directorate, as it represents the final step in budgeting, contracting, and purchasing processes.

Duties and Responsibilities:
The incumbent's duties include carrying out daily disbursing functions, requisitioning funds to meet current financial requirements, receiving and safeguarding international funds, executing payments and receipts authorized by the Finance & Accounting Branch, making cash deposits and withdrawals from local banks, maintaining automated accounting records, and managing local and foreign bank accounts. The Staff Assistant will also deal with local banks, maintain records on funds advanced to account holders, and may need to visit national Social Security offices, the Tax Office, and other governmental offices for payments and document delivery. Additionally, the incumbent will handle disbursement activities when deployed and administer branch disbursing-related administrative files and documents, ensuring all records are maintained for audit purposes.

Required Qualifications:
Candidates must possess professional experience in bookkeeping, which includes all activities related to the procurement, custody, transfer, and issuance of funds for payrolls and allowances. This encompasses the preparation and payment of vouchers, receipt of collections for credit to accounts, and preparation of required financial returns and special reports. Officers should have prior experience in financial management or in a disbursing post. The skill level required is to work under routine direction, using limited discretion in resolving issues or inquiries, and interacting with colleagues and external contacts. Candidates should demonstrate a rational and organized approach to work, possess sufficient communication skills for effective dialogue, and be able to work in a team while planning and monitoring their own work.

Educational Background:
The educational requirements for this position include higher secondary education with intermediate vocational training in accounting, finance, management, business administration, public administration, or a related discipline leading to a formal qualification with at least 2 years of experience. Alternatively, candidates may have secondary education with completed advanced vocational training in the relevant discipline leading to a professional qualification or accreditation, accompanied by 4 years of related experience. The specific job-related qualifications and experience take precedence over standard educational requirements in case of ambiguity.

Experience:
Candidates should have a minimum of 2 years of experience in financial management or disbursing roles, with a strong understanding of bookkeeping and financial transaction processes. Experience in NATO organizations or familiarity with NATO financial directives is considered an asset. The role requires the ability to work independently and manage financial responsibilities effectively, demonstrating a high level of reliability and attention to detail.

Languages:
Proficiency in English is mandatory, with a required language skill level of SLP 3333 (Listening, Speaking, Reading, and Writing). Knowledge of the host nation language is also required, as the work is conducted mainly in English, both orally and in writing.

Additional Notes:
The successful candidate will receive a three-year definite duration contract, which may be followed by an indefinite duration contract. The first six months of employment will be a probationary period during which the incumbent's performance will be assessed. Various allowances and tax exemptions may apply, particularly for NATO International Civilians who are not Turkish nationals or permanent residents. Candidates must be nationals of a NATO member country and aged between 21 and 60 at the time of appointment. The position is subject to obtaining a NATO security clearance and a medical certificate.
