Job Overview:

This position is designed to enhance the organization's capacity and systems for managing humanitarian access and security in complex and high-risk environments. The HASS Advisor will focus on providing strategic guidance, mentoring, coaching, and technical quality assurance to the HASS Manager, ensuring that the organization can effectively navigate the challenges posed by armed violence and restricted access to basic services. The role is advisory in nature, aiming to strengthen national leadership and sustainable country program capability rather than directly managing operational security responsibilities. The HASS Advisor will work closely with various stakeholders to develop and maintain effective systems that enable principled humanitarian operations, ensuring that assistance reaches affected populations safely and responsibly.

Duties and Responsibilities:
The HASS Advisor will have a comprehensive set of responsibilities that include:

• Providing strategic advisory support to the Country Director, SMT, and HASS Manager on humanitarian access, safety, and security matters, including evidence-based analysis and risk-informed recommendations.
• Supporting the development and implementation of a humanitarian access strategy that aligns with IRC Haiti’s new Strategy Action Plan, including actor mapping and engagement strategies.
• Analyzing security risks and opportunities to inform decision-making and design" style="border-bottom: 1px dotted #007bff !important;">program design, ensuring that humanitarian principles and protection considerations are integrated into strategies.
• Developing systems for timely information sharing between field teams, partners, and country leadership.
• Advising on the establishment of security risk management systems consistent with IRC standards and providing technical review of security plans and procedures.
• Supporting capacity building for the HASS Manager and SMT, including mentoring and coaching in technical areas of HASS management.
• Assisting in emergency preparedness planning and operational continuity measures, ensuring alignment with country program objectives.
• Documenting lessons learned and good practices to inform future planning and decision-making processes.

Required Qualifications:
Candidates must possess a university degree in Security Management, International Relations, Humanitarian Affairs, Political Science, Development Studies, or a related field. Additionally, a minimum of 7 years of experience in humanitarian access, safety, security, or related risk management functions in complex and volatile environments is required. Candidates should have demonstrated experience advising senior leaders on humanitarian access and security matters, as well as strong experience in designing and implementing access strategies and security risk management systems. Experience in coaching, mentoring, and capacity strengthening is essential, along with a proven understanding of humanitarian principles and codes of conduct. Candidates should also have advanced knowledge of communications technology relevant to security management.

Educational Background:
A university degree in a relevant field such as Security Management, International Relations, Humanitarian Affairs, Political Science, or Development Studies is preferred. This educational background provides the necessary theoretical framework and understanding of the complexities involved in humanitarian access and security management.

Experience:
The position requires a minimum of 7 years of relevant experience in humanitarian access, safety, security, or related risk management functions. Candidates should have a strong track record of advising senior leaders on access and security matters, as well as experience in designing and implementing effective access strategies and security risk management systems. Experience in politically complex and insecure contexts is essential, along with a demonstrated ability to coach and mentor local and national staff and partners.

Languages:
Professional fluency in both French and English is required for this position, as effective communication is critical in the context of humanitarian operations. Proficiency in Haitian Creole is highly desirable, as it facilitates engagement with local communities and stakeholders.
