Job Overview:
The position of UNESCO Consultant - KEMIS Strengthening Technical Advisor is designed to support the Ministry of Education in Kiribati in enhancing the Kiribati Education Management Information System (KEMIS) as part of the Kiribati ICT Transformation of Education Systems (KITES) Project. This project aims to improve equitable access to quality education and strengthen teaching and learning through strategic investments in Information and Communication Technology (ICT). The consultant will assess the current operational status of KEMIS, identify gaps in data management, and develop a phased implementation roadmap for enhancing KEMIS. The role requires a deep understanding of education data systems, stakeholder engagement, and the ability to translate findings into actionable recommendations.

Required Qualifications:
Candidates must possess an advanced university degree (Master's degree or equivalent) in fields such as Education Planning, Education Management Information Systems (EMIS), Statistics, Information Systems, Data Science, Monitoring and Evaluation, ICT, or Public Administration. Additionally, candidates should have a minimum of ten years of progressively responsible experience in education management information systems, information systems development, education planning, and monitoring and evaluation. Demonstrated experience in conducting EMIS assessments and working with Ministries of Education is essential.
Educational Background:
The educational background required for this position includes an advanced university degree (Master's degree or equivalent) in relevant fields such as Education Planning, Education Management Information Systems (EMIS), Statistics, Information Systems, Data Science, Monitoring and Evaluation, ICT, or Public Administration. This educational foundation is crucial for understanding the complexities of education data systems and their management.
Experience:
The position requires a minimum of ten years of progressively responsible experience in areas related to education management information systems (EMIS), information systems development, education planning, and monitoring and evaluation. Candidates should have a proven track record of conducting assessments, diagnostics, and systems analysis, as well as experience in translating findings into practical recommendations and implementation plans. Experience working in Small Island Developing States (SIDS) or similar contexts is desirable.
Languages:
Excellent written and spoken English is mandatory for this position. Proficiency in additional languages may be considered an asset but is not explicitly required.
Additional Notes:
The consultancy is expected to last for approximately three months, primarily conducted remotely, with potential travel to Kiribati as needed. The consultant will be supervised by the UNESCO Education Programme Specialist and is responsible for managing their workspace and communication tools. Regular communication with UNESCO and the Ministry of Education is expected, along with the submission of various deliverables throughout the consultancy period. The position is open to external candidates and emphasizes the importance of maintaining high standards of efficiency, technical competence, and integrity.

- Developing a Dataset Mapping and Gap Analysis to inventory existing education datasets and identify integration priorities.
- Mapping Stakeholder and Coordination initiatives to identify key stakeholders and assess existing coordination structures.
- Developing a KEMIS Enhancement Roadmap that outlines functional, technical, and institutional requirements for KEMIS enhancement.
- Conducting Stakeholder Consultation and Validation to gather feedback and validate findings through workshops and consultations with relevant stakeholders.
