Job Overview:
The Project Officer plays a crucial role in the effective implementation of the BMZ-funded project titled 'Enhancing Economic Resilience through Skills Development and Income Generation Support in the West Bank.' This position is responsible for ensuring that project activities are coordinated, monitored, and delivered with high quality and in compliance with NRC policies, donor requirements, and applicable standards. The Project Officer will work closely with local partners, target communities, and NRC support functions to ensure that activities are executed on time and within budget. The role includes responsibilities such as partner engagement, project monitoring, reporting, and contributing to the achievement of impactful program outcomes. Required Qualifications:
The required qualifications for the Project Officer position include a minimum of 2-3 years of experience in implementing livelihoods, economic resilience, or development projects in humanitarian or development contexts. Candidates should have experience coordinating and monitoring activities implemented through local partners, conducting field monitoring, quality assurance, and compliance follow-up. Knowledge of livelihoods programming, including skills development, TVET, apprenticeships, cash-for-work, and business grants is essential. Experience with BMZ or other donors is considered an asset. Strong analytical, reporting, and documentation skills are required, along with fluency in both English and Arabic, both written and spoken.
Educational Background:
Candidates for the Project Officer position should possess a relevant educational background, typically a degree in social sciences, development studies, or a related field. A strong understanding of the humanitarian and socio-economic context in the West Bank is also beneficial, as is experience working with youth, women, and herding communities, particularly in Area C. Familiarity with Palestinian civil society organizations, community leaders, and local authorities is advantageous, as is knowledge of protection mainstreaming, gender, accountability, and community engagement principles.

The level of experience needed for the Project Officer position includes a minimum of 2-3 years in relevant fields, particularly in implementing projects related to livelihoods and economic resilience. - Monitoring implementation against work plans and agreed targets, promptly flagging any delays or challenges.
- Supporting project documentation, reporting, procurement, and financial follow-up.

- Promoting safe, accountable, and inclusive programming throughout project implementation.
- Coordinating closely with Finance, Logistics, MEAL, and Programme teams to ensure integrated implementation.

- Project Implementation and Partner Coordination: Coordinating day-to-day implementation with implementing partners, providing guidance and follow-up, and monitoring implementation against approved work plans.
- Field Monitoring and Quality Assurance: Conducting regular monitoring visits to project sites, verifying activity quality, and ensuring adherence to protection, accountability, gender, and inclusion standards.
