Job Overview:
The Staff Assistant (Civilian Personnel) position is integral to the management and administration of civilian personnel within NATO. The incumbent will be responsible for overseeing the full contract cycle for all administered civilians, which includes issuing employment contracts, managing recruitment processes, and ensuring the correct execution of payroll. The role requires interaction with various personnel categories and involves managing performance evaluations, training programs, and complaint procedures. The Staff Assistant will also act as a primary point of contact for NATO-led training programs and will provide regular reports to management regarding civilian staff performance. Duties and Responsibilities:
The duties of the Staff Assistant include managing the full contract cycle for all administered civilians, overseeing the recruitment process from vacancy identification to candidate appointment, and ensuring accurate payroll execution. The incumbent will also manage entitlement to privileges and immunities, issue employment statements for official purposes, and handle complaint and disciplinary procedures. Additionally, the Staff Assistant will administer the staff performance management program, propose training plans, and interact with medical consultants regarding employee health assessments. The role may require the incumbent to deputize for the Civilian Human Resources Manager and participate in various committees and boards. The position may also involve deployments in support of military operations, requiring flexibility and readiness for short-notice assignments.
Required Qualifications:
Candidates must possess higher secondary education and completed vocational training in human resources management, business administration, law, social sciences, or a related field, along with relevant professional certification. A minimum of three years of function-related experience is required, or five years with secondary education and advanced vocational training. Essential qualifications include at least four years of experience in a Human Resources department, preferably in staff relations, with at least one year in a supervisory role. Candidates must demonstrate experience in managing the full contract cycle and recruitment processes, as well as administering performance management programs. Proficiency in English at a professional level is mandatory, and knowledge of the host nation language (Italian) is required.
Educational Background:
The educational background required for this position includes higher secondary education complemented by vocational training in relevant fields such as human resources management, business administration, law, or social sciences. Candidates should have formal technical or professional certification that aligns with the responsibilities of the role. Advanced vocational training leading to professional qualifications is also acceptable, particularly for those with extensive experience in related positions.
Experience:
Candidates should have a minimum of four years of function-related experience in a Human Resources department, with a preference for those who have experience in staff relations. At least one year of supervisory experience is required, along with demonstrated experience in managing the full contract cycle and recruitment processes. Experience in administering performance management programs and familiarity with NATO civilian human resources regulations is highly desirable.
Languages:
Fluency in English is mandatory, with a professional standard language proficiency level of SLP 3333 in Listening, Reading, Speaking, and Writing. Knowledge of the host nation language, Italian, is also required for effective communication within the organization and with local authorities. Additional language skills may be considered an asset but are not mandatory.
Additional Notes:
The successful candidate will be offered a three-year definite duration contract, which may transition into an indefinite duration contract. The position is classified at NATO Grade G12, with a basic entry-level monthly salary of Euro 4,723.81, subject to allowances based on eligibility and deductions for pension and medical insurance contributions.
