Job Overview:
The International Consultant will manage programmes related to ‘Gender-Inclusive Entrepreneurship Ecosystem Development’ which includes enterprise support, skill development, and sustainable finance. The consultant will also support UN Women’s policy advocacy efforts with local and national governments and regional bodies such as ASEAN and SAARC. This role is crucial for overseeing the overall entrepreneurship ecosystem strategy development and implementation, particularly in the context of the Climate and Care Entrepreneurship Programming supported by Visa Foundation. The consultant will lead initiatives that provide essential business support, gender expertise, mentorship, and access to capital for women-owned and women-benefitting enterprises. The consultant will also be responsible for fostering cross-regional collaboration and knowledge-sharing, engaging policymakers, experts, financiers, and enterprise-support organizations to strengthen the ecosystem of support for impact enterprises and catalyze investments in the care and green economies. The consultant will work closely with the Women’s Economic Empowerment Team and contribute to the UN Women’s Resilience Team, providing technical and coordination support.

Required Qualifications:
Education and Certification: A Master’s degree or equivalent in economics, law, public policy and governance, gender/women's studies, international development, finance, business administration or a related field is required. A first-level university degree in similar fields combined with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Experience: At least 5 years of relevant experience in ASEAN in areas such as women’s economic empowerment, gender financing, entrepreneurship business development, and climate technology. Experience in implementation of entrepreneurship programming and working with government, private sector, and/or investors in ASEAN is essential. UN experience is an asset.
Educational Background:
A Master’s degree or equivalent in relevant fields such as economics, law, public policy and governance, gender/women's studies, international development, finance, or business administration is required. A first-level university degree in similar fields combined with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Experience:
The position requires at least 5 years of relevant experience in ASEAN, specifically in at least two of the following areas: women’s economic empowerment, gender financing, entrepreneurship business development, and climate technology. Experience in implementing entrepreneurship programming and working with government, private sector, and/or investors in ASEAN is crucial. Experience in providing capacity building, training, or support to entrepreneurs and/or investors in climate change or gender-lens investing is also necessary. UN experience is considered an asset.
Languages:
Strong proficiency in English is mandatory, with excellent writing and communication skills. Fluency in another South-East Asian spoken language is a strong asset, while knowledge of other UN languages is considered an asset as well.
Additional Notes:
This consultancy is home-based and requires full-time commitment (20 working days per month). The consultant may be expected to travel, including up to 2 visits to Bangkok during the initial assignment duration, which will be processed by UN Women following the duty travel policy. A monthly rate will be paid upon submission of monthly update reports with approval from the supervisor. Duties and Responsibilities:
- Programme Implementation and Technical Support: Provide technical support and supervision for the implementation, management, and reporting of the UN Women Care and Climate Entrepreneurship Accelerator and the Care and Climate Catalyst Program Asia. Ensure accelerators are implemented in a gender-responsive way using UN Women resources.
- Capacity Building, Training and Entrepreneurship Ecosystem Toolbox Development: Support implementing partners to conduct trainings for climate and care entrepreneurs in gender-responsive business conduct and inclusive business models. Document and systematize all UN Women entrepreneurship capacity-building curricula and materials.
- Communications and Advocacy: Support communications and advocacy efforts to promote women’s entrepreneurship in climate action. Develop knowledge products and impact stories to showcase entrepreneurs.
- Finance Access and Enterprise Support: Support enterprises under the UN Women Care and Climate Entrepreneurship Accelerator to access finance. Promote uptake of Women’s Empowerment Principles among engaged businesses.
- Gender-Inclusive Entrepreneurship Ecosystem Strategy Development: Lead the development of the Gender-Inclusive Entrepreneurship Ecosystem Strategy. Consult with key countries to ensure regional relevance of the strategy.
- Resource Mobilization and Partnerships: Develop presentations and concept notes for resource mobilization. Organize panels and events to engage stakeholders.
- Perform other duties as necessary for the efficient functioning of the Office and the Organisation.
