Senior Protection Manager - Case Management and MHPSS Supervision

Job Overview:
The Senior Case Management & MHPSS Manager is tasked with the strategic oversight, technical quality, and operational management of IRC's case management and mental health and psychosocial support (MHPSS) services in Darfur. This role involves direct supervision of case management and MHPSS staff, coordination with both internal and external partners, and ensuring that service delivery is survivor-centered and evidence-based, particularly for GBV survivors and other at-risk populations. The position demands strong technical expertise, leadership capabilities, and the ability to function effectively in a complex and fast-paced emergency context, ensuring that the IRC's programs are responsive to the evolving needs of the communities served.

Duties and Responsibilities:

• design" style="border-bottom: 1px dotted #007bff !important;">Program Design, Management & Quality Assurance: Lead the design, implementation, and monitoring of integrated case management and MHPSS services, ensuring compliance with international standards such as IASC MHPSS Guidelines and GBV Case Management Guidelines. Regularly update case management SOPs, MHPSS protocols, and service mapping tools. Conduct field monitoring visits to assess service quality and adherence to standards. Adapt programs based on evolving humanitarian needs.
• Technical Supervision & Capacity Building: Supervise a team of response officers and caseworkers, providing coaching and performance management. Design and facilitate training for staff on GBV case management and psychological first aid. Ensure ethical management of caseloads and compliance with data protection standards.
• Mental Health & Psychosocial Support (MHPSS): Oversee the delivery of layered MHPSS services, ensuring integration with case management for GBV survivors. Promote community engagement to address stigma and strengthen social support systems.
• Data Management, Monitoring & Evaluation: Manage the collection and analysis of program data, ensuring confidentiality. Prepare high-quality reports for internal and donor use, ensuring accurate capture of program activities in IRC's data management systems.
• Coordination & Representation: Represent IRC in relevant coordination forums and maintain relationships with local authorities and other organizations for effective service delivery.
• Staff Care & Organizational Support: Promote staff well-being and ensure mechanisms for support are in place, modeling ethical management practices.

Required Qualifications:
Candidates must possess a Master's degree in Social Work, Psychology, Counseling, Public Health, or a related field. A Bachelor's degree may be acceptable if accompanied by substantial relevant professional experience. Relevant certifications in trauma-informed care, GBV case management, or MHPSS are advantageous. Candidates should have a minimum of 5 years of progressively responsible experience in case management or MHPSS programming in humanitarian or development contexts, with at least 2 years in a managerial or senior technical role. Experience in conflict-affected settings and a proven track record in GBV programming and survivor-centered case management are essential. Candidates should also demonstrate experience in supervising and training multi-disciplinary teams.

Educational Background:
The educational background required for this position includes a Master's degree in Social Work, Psychology, Counseling, Public Health, or a related field. A Bachelor's degree in the same or related fields may be accepted if the candidate has substantial relevant professional experience. Additional relevant professional certifications in trauma-informed care, GBV case management, or MHPSS are considered an advantage.

Experience:
The position requires a minimum of 5 years of progressively responsible experience in case management and/or MHPSS programming within humanitarian or development contexts. At least 2 years of this experience should be in a managerial or senior technical role. Candidates must have demonstrated experience working in conflict-affected or fragile settings and a proven track record in GBV programming, survivor-centered case management, and structured MHPSS interventions. Experience in supervising, training, and building the capacity of multi-disciplinary teams is also essential.

Languages:
Fluency in English (both written and oral) is mandatory, along with proficiency in Arabic. These language skills are crucial for effective communication within the role and for interacting with diverse stakeholders in the field.

Additional Notes:
This position is based in Darfur, Sudan, which presents a challenging humanitarian environment with significant security" style="border-bottom: 1px dotted #007bff !important;">security restrictions and limited amenities. The role will require regular travel to IRC field sites across Darfur, including remote and insecure locations. Living conditions may be basic, and the IRC provides housing, security briefings, and comprehensive support to international staff.
