Job Overview:
The IT Project Leader position is situated within the Engineering and Information Technology Division (EITD) of CMRE, specifically in the Information Technology Branch. The role encompasses the end-to-end management of IT-related projects, including product development, service delivery, and agile project management. The Project Leader is expected to coordinate all aspects of IT management, including team leadership, procurement, and client relationship management. The incumbent will work closely with scientists and engineers, ensuring that IT projects align with NATO policies and governance frameworks. The position requires a proactive approach to managing multiple work packages, maintaining oversight throughout the project lifecycle, and ensuring timely delivery of outputs. The successful candidate will also contribute to the continuous improvement of project management practices within CMRE, promoting recognized standards and best practices.
Duties and Responsibilities:
The IT Project Leader will be responsible for planning and executing IT projects, ensuring compliance with NATO policies and standards. Key duties include developing and maintaining product roadmaps, managing customer relationships, and defining resource allocation for projects. The incumbent will lead cross-functional Agile teams, manage IT infrastructure operations, and oversee IT security. Regular updates on project status will be required, including monitoring budgets, identifying risks, and implementing mitigation measures. The role also involves staying current with advancements in data science, cloud computing, and IT security, as well as performing other related duties as needed.
Required Qualifications:
Candidates must have experience leading large-scale, cross-functional international IT projects using methodologies such as DevSecOps and Agile. Proficiency in project management tools and methodologies is essential, along with a certification in Agile Project Management or as a Professional SCRUM Master. Experience in supervisory roles and coordination of multi-disciplinary teams is required, as well as a background in defense, industry, or public sector institutions. A thorough understanding of project management practices and tools is crucial for success in this role.
Educational Background:
A Master’s degree in Computer Science, Telecommunication Engineering, Electrical Engineering, Information System Design, or a related field is required, along with at least 5 years of direct experience in a related position. In exceptional cases, candidates without a Master’s degree may be considered if they can demonstrate at least 12 years of extensive and progressive expertise relevant to the role.
Experience:
Candidates should possess significant experience in managing IT projects, particularly in international and multi-disciplinary environments. Experience in defense or public sector institutions is highly desirable, as is a proven track record of delivering projects within strict timelines and budgetary constraints.
Languages:
A thorough knowledge of one of the two NATO languages (English or French) is essential, with proficiency in English being particularly important as most work at CMRE is conducted in English. Some knowledge of the other NATO language is desirable.
Additional Notes:
The position offers a salary of 7,246.22 EUR monthly, subject to adjustments based on NATO Council decisions. The successful candidate will receive a three-year definite duration contract, which may be renewed based on business needs and performance. The role may require travel and deployment onboard vessels, and candidates must be nationals of NATO member countries. The recruitment process includes a security clearance and medical approval.
