Job Overview:
The Director of Contracts Management and Compliance (Pre-Award) is responsible for overseeing senior-level contract negotiation and administration, specifically focusing on the pre-award phase of the contract lifecycle. This role involves leading the development and implementation of pre-award contracts functions in collaboration with the Vice President of Contract Management Services. The position requires coordination with the contracts department leadership to enhance training platforms for internal stakeholders on key contract concepts and requirements. The director will strengthen the library of pre-award templates, identify recurrent contractual issues in the bidding and negotiation process, and implement best practices for effective contract administration. The role demands a strong understanding of compliance and regulatory requirements, as well as the ability to foster collaborative relationships with project teams and other enterprise service groups.

Duties and Responsibilities:
The Director will be responsible for a wide range of duties including: negotiating and administering a complex contract portfolio that includes prime awards, sub-awards, and associated agreements; maintaining subject matter expertise for compliant contract administration; developing strong relationships with project teams and engaging with finance, legal, procurement, and HR; assessing and developing operational procedures and tools for the contracts department; providing leadership and technical expertise on contractual topics; overseeing the review and negotiation of prime awards and subawards; managing and training contracts staff; ensuring compliance with U.S. Government contracting requirements; acting as a liaison to internal and external stakeholders; supporting audit activities; and identifying training needs for consistent and compliant contracts functions across the organization.

Required Qualifications:
Candidates must possess comprehensive knowledge of U.S. Government acquisition and assistance regulations, including OMB circulars, USAID directives, and Federal Acquisition Regulations. They should have strong technical knowledge of contract negotiation, management, and administration, with the ability to work independently on multiple projects. Superior written and oral communication skills are essential, along with seasoned negotiation and technical review skills. Candidates should demonstrate sensitivity to cross-cultural communication issues and possess a solid understanding of budgets and contracts.

Educational Background:
A Bachelor's degree or international equivalent in Business Administration or a related field is required. A JD or MBA (or other applicable advanced degree) is preferred. Candidates with a Master's degree and 10+ years of relevant experience, including 6 years of management experience, or a Bachelor's degree with 12 years of experience, including 6 years of management experience, will be considered.

Experience:
The position requires a minimum of 8+ years of experience in contracting authority within Federal Government acquisition or assistance processes, or comparable experience. Significant experience (at least 7 years) in reviewing, negotiating, and managing contracts with a focus on U.S. Government agencies and multilateral organizations is essential. Demonstrated leadership ability and previous management responsibility for multiple direct reports are also required.

Languages:
Fluency in English is mandatory, with the ability to read, write, and speak the language proficiently. Additional language skills may be considered an asset but are not required.

Additional Notes:
This position is remote and offers a competitive salary range of USD $130,000 - $160,000 annually, depending on experience and education.
