Job Overview:
The Technical Adviser will oversee the development and implementation of the United Nations Framework Classification for Resources (UNFC), particularly its application to minerals, critical raw materials, and anthropogenic resources within the UNECE region. The role involves liaising with various stakeholders, including UN Member States, intergovernmental organizations, and civil society, to produce comprehensive technical policy analyses. The incumbent will be responsible for organizing technical meetings, developing policy documentation, and managing the work program related to UNFC and the United Nations Resource Management System (UNRMS). This position requires a proactive approach to facilitate knowledge exchange and collaboration, ensuring that the UNFC is operationalized effectively at both regional and global levels.

Duties and Responsibilities:

• Oversee the development and implementation of UNFC, focusing on critical raw materials and anthropogenic resources.
• Liaise with stakeholders to produce technical policy analyses at global, regional, and national levels.
• Organize technical meetings, seminars, workshops, and conferences to promote knowledge exchange regarding UNFC and UNRMS.
• Develop comprehensive technical and policy documentation, including publications and case studies.
• Plan and manage the annual work program for UNFC and UNRMS, including setting milestones and evaluating progress.
• Develop key performance indicators (KPIs) to measure outcomes and facilitate program evaluation.
• Provide technical support to the UN Working Group on Transforming the Extractive Industries for Sustainable Development.
• Represent the Division at international, regional, and national meetings on sustainable resource management.
• Develop and maintain relationships with stakeholders, ensuring timely responses to requests for advice on sustainable resource management. 1
• Commission and supervise external studies related to resource classification as needed.

Required Qualifications:
The position requires a strong background in sustainable resource management and classification, with specific knowledge of the UNFC and UNRMS. The incumbent should demonstrate professionalism, technical competence, and the ability to work under pressure. The role demands excellent planning and organizational skills, with the ability to develop clear goals and adjust priorities as necessary. Client orientation is crucial, as the incumbent will need to establish productive partnerships with various stakeholders and anticipate their needs effectively.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in geology, mining/minerals/mineralogy, chemical or environmental engineering, earth sciences, geoscience, geochemistry, geophysics, petrology, or a related field is required. Alternatively, a first-level degree (Bachelor’s degree or equivalent) in any field of study, combined with two additional years of relevant work experience, may be accepted in lieu of the advanced degree.

Experience:
A minimum of seven years of progressively responsible experience in the management of energy and mineral resources or a related area is required. This includes at least three years of experience working with the UNFC in a governmental, international, private sector, or academic context. Additionally, five years of experience in critical raw materials is essential, with desirable experience in working with economies in transition or developing countries. Experience in data analytics or related areas is also beneficial.

Languages:
English is required for this position, as it is one of the working languages of the United Nations Secretariat. French is also a working language and is desirable for this role. Knowledge of Russian is considered an additional asset. The incumbent must meet the minimum required proficiency levels in these languages as per the UN Language Framework.

Additional Notes:
This position is temporarily available for an initial period of 5 months, from 21 October 2026 to 31 March 2027, with the possibility of extension. The role is full-time and involves working closely with various stakeholders, including UN agencies and member states, to promote sustainable resource management practices.
