Job Overview:
The RCCE Technical Advisor position is a critical role within the EpiC project, which aims to strengthen global health security" style="border-bottom: 1px dotted #007bff !important;">security in Jamaica by enhancing risk communication and community engagement systems. The advisor will provide technical guidance and leadership in the design, development, and implementation of RCCE strategies, ensuring that communication with at-risk populations is timely, accurate, and culturally appropriate. This role involves overseeing project activities, managing timelines and budgets, and collaborating with government counterparts and the EpiC team to ensure that project goals are met. The advisor will also be responsible for developing indicators for project success and assisting in the preparation of donor reports and presentations. The position requires a strong understanding of public health communication and the ability to lead initiatives that promote community engagement during public health emergencies.

Duties and Responsibilities:
The RCCE Technical Advisor will be responsible for a wide range of duties, including:
  • Providing technical leadership in the design and implementation of RCCE strategies for the EpiC project in Jamaica.
  • Collaborating with the EpiC Jamaica Project Director and other technical staff to create and manage the technical portion of the project plan.
  • Leading day-to-day technical and operational activities related to RCCE.
  • Monitoring project outputs and ensuring that staff members' efforts are adequately supported.
  • Developing and implementing training and capacity-building interventions for staff and community partners.
  • Drafting donor technical reports and preparing presentations on project progress.
  • Ensuring that all technical deliverables meet global best practices and government standards.
  • Supporting the Ministry of Health and Wellness in operationalizing RCCE efforts and enhancing communication materials.
  • Engaging with community-based organizations to ensure culturally relevant messaging. 1
  • Participating in internal project meetings and contributing to strategic planning and technical reviews.

Required Qualifications:
Candidates must possess a Master's degree or its international equivalent in public health, communication, social or behavioral sciences, or a related discipline. Additionally, they should have at least 8 years of relevant experience in the technical implementation of large projects or programs, with a focus on RCCE. Experience in providing technical assistance and capacity building in RCCE is essential, as well as prior work experience in a non-governmental organization, government agency, or private organization. Candidates should demonstrate a strong understanding of community engagement strategies and have excellent written and oral communication skills in English.

Educational Background:
The educational background required for this position includes a Master's degree or its equivalent in public health, communication, social or behavioral sciences, or a related field. This educational foundation is crucial for understanding the complexities of public health communication and community engagement, particularly in the context of infectious disease outbreaks and public health emergencies.

Experience:
The position requires a minimum of 8 years of relevant experience in the technical implementation of large projects or programs. Candidates should have documented experience in providing technical assistance and capacity building in RCCE, as well as experience in outbreak response and emergency risk communication. Familiarity with multisectoral coordination mechanisms and the ability to engage effectively with diverse stakeholders is also important.

Languages:
Fluency in English is mandatory for this position, as the advisor will be required to communicate effectively with various stakeholders, including government officials, community organizations, and project team members. While English is the primary language required, knowledge of additional languages may be considered an asset, particularly if it enhances communication with specific communities or populations.

Additional Notes:
This position is based in Kingston, Jamaica, and may require travel of approximately 10% to 25%. The expected hiring salary range for this role is JMD 6,533,333 to 9,500,000 annually, depending on the candidate's experience and qualifications.
