Job Overview:
The Communication and Advocacy Consultant will play a crucial role in enhancing the visibility and effectiveness of the Tehran Convention Secretariat's communication efforts. This position involves updating and improving the Tehran Convention website, creating engaging content for social media platforms, and developing a structured information database. The consultant will also be responsible for producing various communication materials, including visuals and videos, to raise awareness about the Tehran Convention and its objectives. Additionally, the consultant will engage with stakeholders, document communication outputs, and support advocacy efforts related to the Caspian Sea environment. The consultant will work closely with the UNEP Europe Office Communication focal point to ensure alignment with UNEP guidelines and strategies.

Duties and Responsibilities:
The consultant will be responsible for a variety of tasks, including:
  • Communication: Updating and relaunching the Tehran Convention website with a modern layout and technical solutions; developing content for social media channels, particularly in relation to the 20th anniversary of the Tehran Convention; maintaining an updated information database and photo library; promoting collaboration with Caspian stakeholders; producing advocacy and communication materials such as short films and high-quality images; supporting donor visibility efforts through customized communication products; and creating campaigns for local, national, and international media related to the Tehran Convention and Caspian Sea Day celebrations.
  • Advocacy: Preparing written outputs, including background papers and analytical notes; providing substantive support for regional meetings on marine litter and other relevant topics; and ensuring that meeting agendas and materials are well-structured and aligned with objectives.
  • Translation: Translating communication materials between English and Russian, ensuring accuracy and consistency; and harmonizing the Russian-language version of the Tehran Convention website with the English version.

Required Qualifications:
Candidates must possess an advanced university degree (master's or equivalent) in law" style="border-bottom: 1px dotted #007bff !important;">environmental law, policy, information science, or a related field. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of an advanced degree. At least two years of professional work experience at the national and/or international level in communication, media, or related fields is required. Desirable qualifications include experience in managing and analyzing content for social media platforms, maintaining web content, running digital outreach campaigns, liaising with media, and preparing press materials. Experience in drafting and editing content in both Russian and English, as well as developing communication strategies and engaging with stakeholders in the Caspian Sea region, is also desirable.

Educational Background:
An advanced university degree (master's or equivalent) in environmental law, policy, information science, or a related field is required. A first-level university degree may be accepted in combination with additional qualifying experience, demonstrating the candidate's capability in the relevant field.

Experience:
Candidates should have at least two years of professional work experience at the national and/or international level in communication, media, or other relevant fields. Experience in managing social media content, running digital outreach campaigns, and engaging with diverse audiences is highly desirable. Familiarity with the Caspian Sea region and its stakeholders will be an advantage.

Languages:
Fluency in oral and written English and Russian is required for this position. Knowledge of French is also beneficial, as English and French are the working languages of the United Nations Secretariat.
