Job Overview: The UN NGO Coordination and Analysis Officer position is integral to the UN's efforts in Libya, particularly in enhancing the participation of non-governmental organizations (NGOs) in development processes. The role involves high-level coordination and analytical support to the UN Resident Coordinator Office (RCO) and the UN Country Team (UNCT). The officer will work towards establishing structured mechanisms for NGO participation, facilitating dialogue between NGOs and local authorities, and transitioning NGO engagement from humanitarian efforts to development-focused initiatives. The position also entails leading a Context Analysis Group that synthesizes insights from various sectors to inform strategic planning and decision-making within the UN framework.
Duties and Responsibilities: The duties of the UN NGO Coordination and Analysis Officer include:
Coordinating day-to-day engagement with international NGOs (INGOs) to ensure their meaningful participation in UN-led development forums and area-based coordination efforts.
Facilitating coherent dialogue between the UN and INGOs with municipal and national counterparts, ensuring that community perspectives are integrated into local development plans.
Supporting the transition of NGO engagement from humanitarian delivery to development-focused planning and policy discussions.
Leading the Context Analysis Group, transforming it from the former Access Working Group, to produce regular context briefs and analyses that inform UNCT and municipal authorities.
Consolidating inputs from INGOs and local councils to generate integrated analyses that support decision-making.
Maintaining strong information flows between field partners and the UN to capture emerging risks and opportunities.
Serving as a liaison between INGOs, UN agencies, and municipal councils to ensure coordinated and conflict-sensitive planning.
Incorporating NGO-generated evidence and community feedback into municipal planning processes.
Maintaining a knowledge repository and producing analytical products to enhance situational awareness for UN leadership.
Required Qualifications: Candidates must possess an advanced university degree (Master's degree or equivalent) in public administration, sustainable development, social sciences, communications, civil engineering, or a related field. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted. Successful completion of certification in data analytics, business analytics, or data science programs is considered an advantage. Candidates should demonstrate strong communication skills, both written and verbal, and the ability to draft reports and official correspondence. Professional interaction with senior stakeholders is essential, along with analytical and critical thinking skills to analyze complex information and identify trends and risks.
Educational Background: The educational background required for this position includes an advanced university degree in relevant fields such as public administration, sustainable development, social sciences, communications, or civil engineering. A first-level university degree may be accepted if accompanied by additional qualifying experience. Certification in data analytics or related programs is advantageous.
Experience: A minimum of two years of experience in humanitarian and coordination roles is required for this position. Candidates with professional experience within the United Nations system are preferred, as this experience will provide valuable insights into the UN's operational frameworks and coordination mechanisms.
